He further said Political upper ground leaders should have refrained to comment, prejudicial and biased one and performing their elderly role, to destabilise and defeat, the evil  designs of India aimed to uproot the Resistance movement. The militant Commanders should have engaged their professional way to investigate the recent confusion, though not jumped to the conclusion, on just hearsay or some pressnotes on news papers. This has just added to the lost credibility,  right from 9/11. To swayed away by winds, of those who changed the tide, is disastrous for present crucial time. It is an important responsibility of the Resistance movement at this crucial  time after Polls to understand the evil designs of enemy with a statesmanship, and not to fell into the web and became a part of anarchist Plan. 2 ADGPs, IGPs, distt SPs among 35 IPR defaulters in J&K police

JAMMU, May 24: Chief minister Mufti Mohammad Syed's anti-corruption initiatives have not deterred 35 of the state's IPS officers of the rank of ADGP, IGP and district SPs to file property returns as mandated by the union ministry of home affairs (MHA).
As per a MHA memorandum, at least 35 IPS officers of J&K cadre had not submitted their IPRs (immovable property returns) in 2015, or failed to stick to the due date of April 30.
The MHA has asked all state governments to ensure that IPS officers should submit IPR for 2015 before the due date. The list of defaulters was likely to be put by MHA on its website.
The MHA crackdown may also affect the promotion prospects of the officers. "Officers who do not submit the property returns by the prescribed time will be denied vigilance clearance and will not be considered for promotion and empanelment for senior-level posts in the Government of India," official sources said.
The IPS officers are required to submit their IPRs in January every year but the last date for filing property statements was this year extended up to April 30.
Sources said though MHA served several notices on the J&K IPS officers, 35 of them had not submitted IPRs as yet. The MHA defaulter list includes names of senior officers like two ADGPs, 10 IGPs, district SPs of Kathua and Reasi and some SSPs.
It is mandatory on the part of IPS officers to annually submit their IPRs to MHA. On the basis of these IPRs, MHA keeps an eye on their properties. For violating the MHA directive, these 35 officers could be removed from their positions and sent to less important positions, the sources added.

Rs 506.72 Cr spent in 5 yrs to secure 1472 political activists

KT NEWS SERVICE JAMMU, Mar 31: The state government spent Rs 506.72 Cr on the salaries of PSOs, Guard Nafri attached with 1472 political activists as their security cover and fuel and hotel accommodation in the last five years between 2010 and 2015.

This was stated in a reply by the Minister in charge Home department in response to a question by BJP MLA Rajesh Gupta in the Legislative Assembly here today.

"As on date a total number of 1472 political activists have been provided security cover by the security wing of J&K police. 708 vehicles were provided by the security wing to 481 political protected persons in the state. 440 political activists were extended secure hotel accommodation to ensure their security in the last five years," the House was informed.

In Jammu division a total number of 294 political activists were extended the security cover while 490 political activists from different districts of Kashmir were extended the security cover. From two districts of Leh and Kargil only 19 people were given security cover.

In un-categorised category a total number of 669 political activists were also extended security cover by the state government.

In addition Rs 958.67 lakhs were spent by the estate department on accommodation including ministerial bungalows during the last five years. The House was informed the records of Deputy Director, Estates Srinagar/executive engineer Estate Div, Srinagar for last five years 2010-11 to 2014-15 washed away in the flash floods.

J&K police lacks desired mobility, violates manual 28 Police Stations/Posts use condemned vehicles No vehicle in 26 Police Stations, Posts in 8 distts Shuchismita

JAMMU, Mar 31: Against the desired level of mobility (a crucial marker of efficiency) in the police force, 26 Police Stations/Police Posts in the eight districts of the state were without any vehicle, while 28 Police Stations/Police Posts possessed condemned vehicles which continued to ply on road due to non-replacement till March 2014.

Condemned vehicles are those vehicles that have covered one lakh kilometers or eight years life (whichever is later).

Similarly as against requirement of against the requirement of 432 vehicles (Light Motor Vehicles (LMV): 248 and Motor Cycles (MC): 184) as envisaged by the Government of India, 105 Police Stations (40 urban and 65 rural) in the eight districts are holding only 134 vehicles (Light Motor Vehicles (LMV): 125 and Motor Cycles (MC): 9). On the whole, the shortage of Light Vehicles and Motor Cycles in the police force in the state was to the extent of 53 per cent and 69 per cent respectively till March 2014.

This shocking revelation came to the fore in the audit report for the year ended March 31, 2014.

This shortage was in wake of the fact that as per suggestions of UNDP sponsored study and accepted by the Steering Committee of Ministry of Home Affairs (Government of India), the requirement of vehicles was three light vehicles and three motor cycles for urban police stations, two light vehicles and two motor cycles for semi-urban police stations; two light vehicles and one motor cycle for rural police stations.

An analysis of the position of availability of mobility in police stations of eight test-checked districts in the audit showed that as against the requirement of 432 vehicles (LMV: 248 and MC: 184) as envisaged by the Government of India, 105 Police Stations (40 urban and 65 rural) in the eight districts were holding only 134 vehicles (LMV: 125 and MC: 9).

The Inspector General of Police (Headquarters) in September 2014 stated during exit conference that mobility in the police stations was being strengthened and that 107 new vehicles had been purchased exclusively for police stations and issuance thereof was under process.

Since the Police Stations/Posts are not authorized to operate funds, all the day to day logistics and running aids like fuel for vehicles, stationery, diet expenses, repair of vehicle and office equipment are provided by the District Level Officers (SP/ SSP) who also act as DDOs. However, the audit observed that utilisation of maximum share of funds had been at the district headquarter level leading to deprival of the Police Stations/Police Posts of the requisite facilities.

In a case of violation of J&K Police Manual, 198 police personnel were attached with retired police officers. As per J&K Police Manual, only serving police officers are entitled to the services of head constables and constables to work as their personal orderlies. However, in contravention, it was seen that 198 police personnel were attached with retired police officers. Further, 70 police personnel had been deployed with police/civilian officers who were posted in other districts, 180 police personnel had been deployed in the security of police officers and political leaders in excess of norms ('Y' category: 1-4 Guards at residence and two PSOs; 'X' category: two PSOs) fixed by the Security Wing of the Department and 653 police personnel had been attached with other units even outside the districts which was irregular.

As per the audit, the deployment of 165 police personnel to Police Headquarter (PHQ), Zonal Police Headquarter (ZPHQ), Range Police Headquarter (RPHQ), Police Hospital, Security Wing, Traffic wing and various other units was found without any approval from the Administrative Department. Audit also noticed that four officers posted outside the state were provided with five police personnel from the staff strength of SSP Jammu.

The Inspector General of Police (Headquarters) stated in September 2014 during exit conference that sufficient manpower was required for tackling the situation for building measures among the masses of Kashmir. The fact, however, remained that deployment without approval from the Competent Authority was irregular, the audit pointed out.

6393 police personnel (25 per cent) out of total strength of 25663 in eight test checked districts had been retained in district police lines and district police offices. Apart from this, police personnel had been attached to District police Headquarters Srinagar (131) and Reasi (70) from Armed Zone and Indian Reserve Police (IRP) despite the fact that these two districts had police personnel in excess.

Further instances of same government officer/political leader having been provided police personnel from multiple district police headquarters were noticed by audit and as many as 79 such police personnel were found deployed with 20 Government officers/ political leaders in the test-checked cases.

Srinagar: A week before JKLF commander Ishfaq Majid Wani left for
the eternal world, my friend Shakeel Ahmad Bakshi called me.
“Yasin Malik is a heart patient and Sheikh Abdul Hamid is also not
feeling well since he got injured. Please interview them. Islamic
Students League (ISL) will preserve the tape for future generations,” he
said.
Shakeel sent me to a place in down town. I reached on time and
waited for the commanders. After an hour or so, all of them came. I
told them about the purpose of my visit.
Ishfaq spoke like a matured politician. “I do not want to make a
statement in haste. You frame questions and give it to me. I will come
with answers the next week,” he said.
I later handed the questionnaire.
Meanwhile, the holy month of Ramadhan commenced. On the third day
of Ramadhan, a friend from Hawal, Srinagar, called me and informed
me about Ishfaq’s death.
I rushed out and saw Mushtaq Ahmad Sargar (pro-freedom leader,
Mahmood Sagar’s brother) with Ishfaq’s Afghan cap.
“Ishfaq’s body is in Police Control Room and I got this cap from there,”
he said.
A few persons accompanied me to the Control Room. I saw Ishfaq’s
body on a table. His cheeks were red notwithstanding the blood he had
lost because of his injuries. One of his hands was missing. He had lost
it to a grenade explosion.
A person accompanying me removed Ishfaq’s Phiran, reduced to tatters
in the explosion.
“I will give it to Shakeel Bakshi. He will preserve it,” he said.
My questionnaire remained unanswered.
The body was later taken to Sarai Bala where it was wrapped in a JKLF
flag. People from all parts of Srinagar defied curfew and reached Sarai
Bala. He was later taken to Lachmanpora via Magarmal Bagh where a
large number of people offered Nimmaz-e-Jinaza.
Incidentally, it happened to be the area that housed the first office of
ISL. Ishfaq was one of the founders of this organization.
The body was taken to Edigah for burial in the afternoon where
thousands of people were waiting. He was laid to rest besides an empty
grave reserved for JKLF ideologue, Maqbool Bhat.
Hundreds of thousands of people attended Ishfaq’s rasam-e-qul, where
Bakshi raised the slogan Anaaj Ugao Azadi Pao (grow grains and get
freedom).

‘Indian state is applying ‘law of lawlessness’ on Kashmiris’

SC verdict on Rajiv assassins  SEROHI NANDAN/ SHABIR AHMAD JAMMU, FEB 19: Hailing the decision of the supreme court to commute the death sentence of the Rajiv Gandhi assassins, noted human rights activists based in Delhi today said that hanging Afzal Guru and giving relief to the Rajiv assassins has exposed the bias and prejudice of Indian political and judicial system towards Kashmiris. “I am happy that Supreme Court has commuted the death penalty of three people convicted in Rajiv Gandhi’s murder case. The decision will ultimately strengthen our position against death penalty against which we have been voicing our concern for long. But at the same time I am saddened over how the justice was murdered in case of Afzal Guru. In his case Government worked in hasty manner. He was not even allowed to defend himself in the court of law. It was a judicial murder,” Gautam Navlakha said. He said that by hanging Afzal and commuting the death sentence of these people, Indian state has sent a strong message to Kashmiris that ‘You are not among us’. “While giving relief to the trio Indian judiciary should have atleast regretted what it did in case of Afzal Guru which it never did. India wants to convey the message of its might to the gullible Kashmiris who have been fighting for freedom since decades,” Navlakha said. President of the Committee for Release of Political Prisoners (CRPP) and HR activist, Prof. SAR Geelani, also expressed happiness over the decision of the SC to commute the death sentence of three convicts in Rajiv Gandhi assassination but added that the same yardstick was not applied in case of Afzal Guru. “We are happy over the SC decision as CRPP has always opposed the capital punishment. However the different yardstick was adopted in Guru case. Sending him to gallows with no solid evidence of his involvement has exposed to the hilt how the Indian political and judicial system is biased against Kashmiris in general and Kashmiri Muslims in particular,” Geelani said. He said that the way Afzal Guru was hanged secretly was against the international laws also. “His wife and son were not even conveyed about his execution or given a chance to meet him once before being sent to gallows. The whole process of execution was unjustified. Indian democracy stands completely exposed. Indian state seems to have launched a war against people of Kashmir,” Geelani added. A valley based, HR activist, Khuram Parvez said that commuting death sentence of the trio and executing Guru speaks of the double standards adopted of Indian state. “The decision is good and we hail the SC for coming up with such a decision. But now it stands proved that Indian law is not for Kashmiris but the law of lawlessness. Afzal Guru hanging was a custodial and judicial murder. SC did not even bother to take suo motto cognizance in his case. They died waiting for their sons missing in custody

Misra Begum from boatman colony died in 2010. Her son Shabir Ahmad Gassi was subjected to enforced disappearance in 2000. He was allegedly picked up by security forces.

In November 2012, 17 years of struggle of Hameeda Begum from Handwara came to an end with her death. She has been an active member of Association of Parents of Disappeared Persons(APDP). Her son, Abid Hussain is missing since October 1996.

After waiting for 22 years, Mehtaba Begum lost the battle of life in 2012. Hailing from Kupwara, her son Mohammad Ayub was allegedly picked up by Border Security Forces in October, 1990.

Imtiyaz Ahmad Wani from Rajbagh was picked up by Border Security Forces in 1996. His mother, Zoona Begum picked up the struggle of tracing him. She toiled hard till death took her away in June2012s

When Syed Anwar went missing on July 21, 2000, his mother Haseena Begum lodged an FIR. Days passed but Anwar, who worked as a painter, did not return.

Haseena went to army camps, interrogation centres and searched police stations across the Valley for her son. With no earning hand in the family, Haseena shifted to Srinagar from her native village of Dolipora, Handwara to earn a living. She lived with Anwar's young wife and daughter.

To give direction to her struggle, she joined Association of Parents of Disappeared Persons (APDP). She filed a case in the court, spending whatever money she had on the case.

Ever month, she would attend the sit-in of APDP at Pratap Park, wailing, crying and pleading for justice. She tried to make her voice heard at every platform, dreaming of seeing her son.

Days turned into months and months into years. Haseena aged but did not give up her struggle until life betrayed her and she passed away on October 5, 2013.

Like Haseena, Mughli Begum too struggled till the end of her life to search for her son, Riyaz Ahmad who was allegedly picked up by security forces in 2000. Riyaz was a government school teacher and had gone to collect his salary on the fateful day. Mughli was living with her son after she was divorced by her husband three months after her marriage. She singly brought up and educated Riyaz.

Throughout her life she strived to search for her son whom she believed would come back. Mugali died on September 1, 2009 but her son is yet to return.

These are only few mothers who died without taking the last glimpse of their beloved children. There are several others who have died silently in dark corners of Kashmir, struggling.

"There are scores of mothers and fathers of disappeared persons who have died now. There are some who have no one to pursue their case," APDP officials said.

APDP has taken the responsibility of tracing the whereabouts of those who have lost their family.

"We will struggle for them till we are alive. We are struggling for all those who are dead or alive. Nothing shall dampen our spirit," said Parveena Ahanger, president APDP.

6 PAK residents detained at Indo-Nepal border

They were stopped by Sashastra Seema Bal (SSB) and local police yesterday when the residents of Pakistan Administered Kashmir failed to produce valid documents about their identity, SSB Commandant at Sonouli, B K Bankhoti said.

The group comprising three men, one woman and two children were sent to J&K cell in Delhi by road. Jawans of the SSB are also accompanying them, he said.

According to SSB sources, the group wanted to return to Jammu and Kashmir as per the new Rehabilitation policy (2010) of J&K government according to which former militants who crossed over to PAK between 1990 and 2009 will be considered for safe return.

Myanmar refugees in Jammu rendered homeless

JAMMU, Jan 8: "We had heard a great deal about India. We had heard that it is the abode of peace. We had heard the "sarkari log" (people at helm) are kind enough here unlike those in our native place. But living here for over one year we only feel that this land belongs to rich and influential only and for the poor the space has shrunk".

These are the words of Yunis, a refugee from Mynamar whose dwelling was last evening demolished by the district administration forcing his family to spend the night under the open sky.

At least 15 families of Myanmar refugees were forced to vacate the piece of land in Gharota village on the outskirts of Jammu, where they had erected makeshift tents. Though displaced families managed to reach their relatives in Bathindi area overnight after collecting their scattered belongings but are still in search of little space where they could at least sleep under the cover of polythene sheet.

In the absence of any shelter, these refugees could be seen shivering in cold. Even, their young children are half-naked and bare-footed with their mothers trying to keep them warm by holding them tight in their laps.

"See how our children are made to shiver in the biting cold here. We fail to understand what our sin is, being Muslims or being poor. See this child is not even wearing shoes. This has caused swelling in his feet," said Abdul Gafoor, one of the refugees pointing towards his two-year old child as he fiddled with muddy small stone pebbles.

Recalling the scene of the demolition of their tents and dwellings yesterday, he said, "Policemen came and without any warning started demolishing our dwellings. They threw all our belongings. They refused to listen and behaved as if we were not human beings".

He said that the behaviour of the policemen was so inhumane that we would never be able to erase it from our memories.

"A little before rendering us homeless they (Policemen) summoned us to police station only to be subjected to humiliation. They not only abused us but also made us to do many menial jobs. We have never been harassed and humiliated before like this. Our working tools are still lying in the police station," said another refugee, Saber Ahmad.

He said that they had erected dwellings and tents on the piece of land after a local contractor claimed to be the owner of the same.

"We had been living there for more than a year and were working as labourers for the same contractor. We never knew it was the government land. Even if it was so, we were never going to grab that land. After being rendered homeless by Buddhists in our homeland, Myanmar, we had preferred to move to India unlike our other relatives who moved to other countries," Saber said.

Deputy Commissioner, Jammu, Ajit Kumar Sahu said, "that was government land and we got the information that somebody is constructing illegal structure on it. We took immediate action and cleared the settlements. It is a clear cut case of illegal encroachment of government land. There is some big player behind the scene. They are using these people (refugees) for their own benefit. We have registered an FIR and started the investigation".

The Deputy Commissioner said, "It is simple fact when you come to know that somebody is encroaching your property, you react promptly. This is natural. When there is a disaster, administration provides shelter to sufferers, but this is not the case. They should have thought before settling there".
