'GoI, JK transferred 7 projects with 3009 MW capacity to Corporation’
Rising Kashmir News Jammu, April 3: The government Tuesday revealed in Assembly that National Hydroelectric Power Corporation (NHPC) has earned Rs 2761.26 cr revenue from Salal and Uri power projects in the State.
In reply to a question by Chaudhary Zulfkar Ali in Assembly, Minister for Tourism and Culture Nawang Rigzin Jora said the government signed memorandum of understanding with Union Ministry for Power for transfer of 7 hydro electric projects to National Hydro Power Cooperation for their execution in 2000.
“These projects were Uri 480 MW, Sewa-II 120 MW, Nimo Bazgo 45MW, Chutuk 44 MW, Kishenganga 330 MW, Bursar 1020 MW and Pakaldul 1000 MW. Pakaldul hydro electric project has been taken back for implementation through JVC of JKSPDC, NHPC and PTC,” he said.
The minister said prior to this, 690 Salal and 480 Uri-I were already transferred to NHPC for development. “However, with a view to looking into the various issues arising from the terms and conditions of entrustment of HEPs to NHPC in the State, the Cabinet constituted a cabinet Sub Committee, which submitted its report and it was placed before the cabinet. The cabinet has accepted its recommendations and approved course of action with regard to Salal and Uri power projects,” he said.
He said as per MOU of October, 2008 and promoters agreement of December, 2010, it has decided to implement 3 projects namely 1000 MW Pakaldul, 600 MW Kiru and 520 MW Kawar in joint venture of JKSPDC, NHPC and PTC shall hold equity of 49:49:2 in the Joint venture Company called M/S Chenab Valley Power Projects Limited.
“Sanction was accorded to the execution of 1200 MW Sawalakote hydro electric power projects by a consortium comprising of SPAS, Ozaltin and HCC. The contract was subsequently cancelled which resulted in litigation and project cannot proceed further. High Court issued its decision in February 2010. At present the DPR is under appraisal of the CEA and the project is to be executed in the State Sector. Baglihar Hydroelectric Project is being executed under state sector while as BHEP-I has already been commissioned in October, 2008 and BHEP-II is under execution,” he said.
Jora said NHPC has earned revenue of Rs. 2761.26 crores from Salal and Uri power projects from commission till financial year 2010-11.
“JKSPDC has commissioned Baglihar Hydroelectric Project stage-I from which a turnover of about Rs. 1000 crores per annum is generated through sale of power,” he said.
The minister said as per the decision of the Cabinet, the development commissioner power has been authorized to examine whether the state has availed full benefits as per the terms and conditions as agreed by the state and central governments so that the balance could be claimed from central government/NHPC.
