Father, son get lifer in militancy case.

Excelsior Correspondent POONCH, Feb 1: Sessions Judge Poonch Kishore Kumar awarded life term to a man and his son, for hiding militant in his house who gunned down a civilian and a security personnel during searches in Mendhar area.The judge awarded life imprisonment to Mohd Rafiq (Govt teacher) and his son Rayees Hayat, residents of village Keneti Banola in tehsil Mendhar. The judge observed that the accused persons beyond any doubt had hidden the militant at their house and during searches huge quantity of arms and ammunition was recovered from the Almirah. It indicated that he used to help terrorists. The accused persons were convicted for the commission of offence under Section 302 RPC read with Sections 120-B and 307 RPC and sentenced to undergo life imprisonment and fine of ` 25,000 and 10 years rigorous imprisonment for the commission of offence under Section 307 RPC.

The court also observed that the accused Mohd Rafiq who was a teacher in Govt School Salwah, is considered to be the role model for the society and such type of activities against the sovereignty and security of the country is not expected from him. The court however, rejected the plea of the prosecution for the death sentence to the accused persons.

According to prosecution case, on the night of December 8-9, 2006, a joint search operation was launched by the Army Police and CRPF at Kaneti Banola after getting information that a district commander of LeT was hiding in the house of the teacher. The family members went underground while forces tried to break an almirah and the militant hiding inside started firing on the security men. The militant Abu Sohail was killed but in the firing by terrorist one civilian Mohd Sharief and Army personnel Varinder Singh were killed. A Naib Subedar was also seriously injured. The forces recovered one AK-47 rifle, Chinese pistol, communication equipment, batteries, chargers, ammunition and stamps of Zonal Education Officer Poonch. The accused were later arrested and after completion of investigations, a challan was produced in the court.

Kashmir Life: How would you describe the current situation in Kashmir?
ShakeelBakhshi: It is a flash point. The key to peace of subcontinent lies in de-escalation of the situation that prevails this time.

KL: There is a feeling that pro freedom camp has not been able to take forward the gains they made in summer protests of 2008 to 2010. How do you view it?
SB: This is a question to leaders who were leading all this. To me it is the evolutionary process as the freedom movement evolves through mistakes, blunders and achievements. The urge of fulfilling the goal is yet to be there. It is not maximizing but to become energetic to have more struggle.

KL: What are the challenges of pro freedom leadership in the backdrop of new Delhi’s attempt to deal with dissent also through economic development?
SB: The freedom movement is not comprised only of leadership. It is many other ninetynine components. The worst drawback to the freedom struggle happens to be in economic crisis or poverty due to conflict. But thanks to those who manage economic self-sufficiency despite being caught in conflict or warzone.

KL: Your active participation on Facebook contributed to the reason state finally arrested you last year and kept you incarcerated for several months. What is your take?
SB: When the forces have power to kill anybody, it hardly matters for them to just involve someone in any crime. As far as Facebook is concerned they kill two birds with one stone . They did not arrest me for my Facebook activity, there was no grounds as such but they scared thousands of users not to use Facebook. They failed to do so. Facebook still is as relevant alternate media as it was before. The benefit of Facebook is that it does not need advertisements to run and neither policy dictation from the army camps.

KL: Through your Facebook posts you have always emphasized on the importance of memory and history. Can you explain?
SB: To start understanding history is beginning of political wisdom. As it is the period of resolution, so the people should have wit of all previous events and to know when we have failed to take the statesmanship decisions. Occupational devices always try to detach their subjugates from their history, from their past sacrifices and heroic deeds. I want to be with people through history so as to be part of it.

KL: How do you see debate on laws like AFSPA and PSA?
SB: To me the worst draconian action was the invasion. Laws like AFSPA, PSA are its offshoots of that aggression. I want an end to thisinvasion; rest of these laws will fall like rotten apples.

KL: What is your experience with incarceration under PSA?
SB: Last year was not my first detention under PSA. I have been tasting it since 1980’s. This is executive detention and politicians want to silence all those voices who they believe will foil their decisions and designs.

KL: Recently all the accused of pitch digging were acquitted. Tell us something about that event of 1983?
SB: I was not part of that but witness I am. It was October 13, 1983 and Farooq Abdullah was chief minister. He was considered to be pro Khalistan movement and anti-national which he never was. In public they used to sell their anti India sentiment for power and deep inside strengthening the roots of occupation. The motive behind organizing international cricket match in this disputed land by Farooq Abdullah was part of that strategy. Still, after doing this he was dethroned just after one year because he was accused of being secessionist.

The real freedom fighters used this occasion to foil the myth that real freedom is not someone becoming rhetorical and anti-Delhi-Darbar but to have resistance on ground by digging the pitch. Though our nation at that time was not so much mature. But someone has to make history, so they made it.

Interesting in that case was when Raj Kumar of Delhi who applauded for the boundary and entire stadium was in dead silence. People pounced upon him and he was beaten to pulp. To save himself he jumped into the ground and police took him as well as a member of the group accused of digging the pitch.

KL: How do you see Kashmir in next ten years?
SB: It will be almost nearer to best dream and cherished goal.

KL: Can you explain?
SB: Visionary leaders have a vision to see across the decades. I am looking towards the silver lights rather because world cannot afford a disturbing Kashmir in front of American fascism and ‘dragonian’ moves. They cannot afford to have Kashmir- a paradise for their evil designs.

KL: Pro freedom camp is divided. What is your take?
SB: They are products of movement so one man should not comment on products. The movement is there. My movement is united. People are with the goal. They are leading the leaders.

KL: We have came across with conversion issues in Kashmir. What is your reaction?
SB: This is not a grave issue for me to have three thousand conversions in population of seventy lakhs. To me what is a matter of concern is the revelation by Justice Kirmani when he said that in Kashmir forty thousand girls adopted prostitution. The reason for that is that they had nothing to eat. Our religious scholars should reflect upon this problem. Daughters of my nation should not sell their chastity; we should come up with concrete measures to rescue them.

Srinagar, April 26: As Prime Minister Manmohan Singh maintained silence over holding talks with separatists during his two day visit to Jammu region, Hurriyat (M) on Saturday asserted that talks between them and New Delhi have failed.

“Yes, I think the peace talks have failed literally,” senior Hurriyat (M) leader, Muhammad Azam Inqilabi told Rising Kashmir.
“India has not changed its stand vis-à-vis Kashmir and it continues to be rigid. Hurriyat tried to bring all the elements on one track with minimum demands like release of detainees and stopping the human rights violations. However, India continued to remain rigid and showed no flexibility,” Inqilabi said, “Talks proved futile and ended up in a fiasco.”
Senior Hurriyat (G) leader, Ashraf Sehrai said that the bilateral dialogue cannot lead to the resolution of the Kashmir dispute and termed Hurriyat (M)’s decision to hold a bilateral dialogue with New Delhi in 2004 as a “big mistake.”
“We had opposed these talks vehemently. History stands testimony to the fact that New Delhi has always backstabbed Kashmiris and it never has been sincere towards resolving the Kashmir issue,” Sehrai said,“ Mirwaiz Umar Farooq allowed the Indian leadership to exploit him to the best of their satisfaction.”
He said that Mirwaiz is a “kid”. “Before his first meeting with the then Prime Minister, I and Geelani Sahib met him twice with an intention to make him aware about the dirty tactics of India,” he added.
The Chairman of Islamic Students League, Shakeel Bakshi lashed out at both the factions of Hurriyat Conference. “Hurriyat Conference is a creation of the movement not the creator of the movement. All these parties are not the true representatives of Kashmiri people.”
Referring to the Hurriyat-New Delhi talks, Bakshi said that the agenda of 2004 talks was not genuine as the basic issue of Kashmir was shelved off.
“When there is no agenda behind any dialogue process then the question of its success or failure does not arise,” he said.

Shakeel Bakshi released after 7 months

19 Sep 2011: Islamic Students League chief and senior pro-freedom leader Shakeel Ahmad Bakshi, who was arrested by the police early this year, has been released, a news agency reported on Monday.

Bakshi was granted bail by the Sub Registrar Srinagar court. He had been arrested on February 17 this year from his Batamaloo office and since then was languishing in different jails of the state.

The Principal Sessions Court had granted bail to Bakshi in the case of FIR no 107 of 2009 on September 6, 2011.

Bakshi was booked after Batamaloo police station registered an FIR against him under various acts.

Srinagar, February 17: The chairman of Islamic Students League (ISL) Shakeel Ahmad Bakshi was arrested from his office in Batamaloo locality in Srinagar.

Reports said police personnel from the Special Operations Group (SOG) raided Bakshi’s office at 3:30 pm and arrested him. He has been taken to some unknown destination.

The police said FIR No. 108 of 2008- 2009 was pending against him. He was charged under section 53-A CRPC.

“Why he was not arrested since then,” questioned Bakshi’s close aide.

“The FIR is an excuse to arrest him. Actually his appearance on Facebook is irking the authorities,” he added.

Bakshi is known for his modesty and his never compromising “stand”. Earlier he served as General Secretary of Jammu Kashmir Liberation Front, however later he split and formed ISL. He is unmarried and has devoted his entire life to “resistance struggle.”

Meanwhile, a police official said they were collecting FIRs against Bakshi to prepare a dossier for PSA. “But there is only one recent case at Batamaloo police station for which he has been detained. There is nothing incriminating lying against him”.

“Whether the Kashmir remains at the UN agenda, as an outstanding and chronic un-settled occupational dispute between India and Pakistan, yet it is embedded in the heart and sole of the Kashmiri and it will be adopted by future generations of Kashmiris on the same pattern as it has passed on generation from 1947.The Indian attempt to dilute the dispute and confined it to the smallest possible packet or influence in Kashmir is seen as bigger conspiracy against the genuine cause of liberation Jammu Kashmir from Indian Occupation. The service which is being rendered by “ interlocutors” is designed to minimize the magnitude and significance of Kashmir dispute and generate favourable international influence to dilute the existence of the dispute.

People of JK have all along defeated the nefarious designs and conspires , having been hatched past and people of JK are detriment to fight all such designs with full force, determination and conviction.

The people of JK who are living across the cease fire line CFL/LOC may it be Azad Kashmir, Gilg Baltistan or other parts are the composite and integral parts of JK as for as geography and position of JK is concerned. No amount of cytological, physical or geographical division of Kashmir is accepted to people of JK and any such attempt to dissect, divide or any such attempt to change the demography, geography of JK shall be fought with full determination by people of JK beyond any shade of doubt.

Shakeel Bakshi while addressing through a telephonic message to the gathering organized by Anjuman e Tulbia Islamia ATI, of Azad Kashmir a sister concern of ISL, emphasized on the role of Kashmiri Diaspora. Shakeel Bakshi urged youth of JK especially an educated class to take the diplomatic front as a mission in their lives so as to over come diplomatic failures which Kashmiris have suffered.

شکیل بخشی نے کہا وقت سننے اور سنانے کا نہیں بلکہ عمل اورعملانے کا ہے۔ہمیں ’’بولی ‘‘کا درس والے عملا’’گولی‘‘ کا راج چلاتے ہیں ،پٹن اسکی واضع اور عیاں مثال ہے جہاں 30 دنوں سے بلا اعلان مارشلاء لگا ہوا ہے۔

شکیل بخشی نے زعماء سے اپیل کی کہ وہ مسئلہ کے حل کیلئے ’’نکاتی‘‘ اُلجھنوں کے بجائے واضع اعلان کردہ راست اقدام، احدافوں کے حصول کیلئے تگ دو کرے،جس کے کئے قوم نے روز اول سے ہی تمام اثاثوں کو اُنکے کہنے پر داؤ پر لگاکر واپسی کی ساری کشتیا ں جلا ڈالی ۔

An emergency meet of the executive council of Islamic Students' League (ISL) was held to discuss the reports of a deal between US and India regarding granting of permanent seat in the UN Security Council to its strategic partner India, wherein US has told India that Kashmir dispute needed to be settled first, as per Musharraf's 4-point plan wherein the LOC would be converted into a "Line of Friendship", which the ISL believes is , small nomenclature change.Earlier CFL was converted into LOC in 1972 after 22 years of movement .
ISL believes that the said “Imported solution" to the vexed Kashmir problem would not be acceptable to the people of Kashmir, as the aspirations of the people are going to be compromised in such a deal. Also, Pakistan is apparently being pressurized to accept such a solution so that it can divert all its attention towards the western border with Afghanistan which favours just the US while it does not help either the people of Kashmir or Pakistan in any way. Besides, US wants to use it front line base , against Republic of China. Kashmiris believe they have a right to self determination that has been denied to them for the last 63 years, in order to end the illegal and illegitimate occupation of their homeland by foreign Yoke. .
The ISL also expressed gratitude for the support extended to the Freedom Movement of Kashmiris by the CPI (Maoists) who had given a 1-day bandh call in 6 Indian states against the atrocities being committed in Kashmir by the Indian State.

Naya Kashmir document is the best road map that has been produced during the past eighty years of freedom struggle

In August 1944 people were asked to assemble at Sopore. A special function was held with Sardar Budh Singh in chair. Sher-e-Kashmir released and adapted the Naya Kashmir document. This, according to Kashmir watchers is the best road map that has come up during the past eighty years of the struggle.

Contemporary Kashmiris hate Sher-e-Kashmir for `gifting Kashmir to India’. But, differences with him notwithstanding, the Naya Kashmir document is a well researched, well written and comprehensive document. It has answers to all the questions ranging from sovereignty to unemployment.

Unfortunately the historic document was tampered in 1975 when Indira-Abdullah accord was signed. Balraj Puri was assigned the job of modifying the document to suit New Delhi’s interests. Provisions of sovereignty, compulsory arms training and granting asylum to foreign nationals involved in freedom struggles were deleted. But the provisions of unemployment, women empowerment and over all development of the state were retained.
Section 9, 10, 11 and 12 deal with rights of senior citizens, women and children. Section 11 makes mention of right to education. All Citizens shall have the right to education. This right shall be ensured by universal compulsory elementary education, free of charge. In addition a wide system of States scholarships shall be provided for poor students in the higher schools and universities. The mother-tongue shall be the medium of instruction. Free vocational technical and agronomic education shall be organised for adult workers in the fields and factories.
Section 12, women citizens shall be accorded equal rights with men in all fields of national life: economic, cultural, political, and in the state services. These rights shall be realised by affording women the right to work in every employment upon equal terms and for equal wanes with men. Women shall be ensured rest, social insurance and education equally with men. The law shall give special protection to the interests of mother and child. The provision of pregnancy leave with pay and the establishment of a wide network of maternity homes, nurseries and kinder gardens shall further secure these rights.
One of the pioneer’s of freedom struggle, G N Gilkar passed away at Rawalpindi on July 18, 1973. Kashmiris heard about the tragic news from Radio Pakistan. Next day Gayibana Namaz-e-Jinaza (funeral prayer in absentia) was offered at Pathar Masjid. Thousands of people participated in the Namaz-e-Jinaza (funeral prayer), which was led by Sheikh Muhammad Abdullah. On July 20, a condolence meeting was held in Gilkar’s ancestral house at Fateh Kadal, Srinagar. Representatives of all the political organizations participated in the condolence meeting and paid glowing tributes to his memory.
Gilkar incidentally is the person who introduced Sheikh Muhammad Abdullah to politics. He would bring food for Sher-e-Kashmir from his house during the crucial days of 1931. Gilkar has the distinction of founding the Azad Jammu Kashmir government on October 4, 1947. After founding the Azad Kashmir state, Gilkar rushed to Srinagar to strengthen the freedom movement. However, he was arrested and was later sent to Pakistan in exchange for Brigadier Gansara Singh.
During the on-going movement frequent chalo programmes were given by the leadership. It is not possible to make a mention of all such programmes for want of space. A few of them are:
On February 24, 1990 around one million people from all parts of the valley rushed to Chrar-e-Sharief shrine. The call for Chrar-e-Sharief Chalo was given by a commoner, Zaffar Kawa. Shakeel Bakshi of the Islamic Students league (ISL) was very active on the political front then. People urged him to reject the call straight way to discourage such programmes. But Shakeel decided to go ahead with the programme.
A podium was erected in front of the shrine. Shakeel and many others addressed the people. Shakeel stressed need for unity. By this time (February 14, 1990) militant groups other than JKLF had came into being. Minor infighting was also reported at several places.
The 'Charar-e-Sharif Chalo' procession in the words of Ved Marwah was an unbelievable sight. The small town could not accommodate such a heavy rush. No arrangements were made for the the people. The local shops made a good fortune that day.
The JKLF commander, Ishfaq Majid Wani was killed on March 30, 1990. On April 2 more than five lakh people assembled in Eidgah to observe his Rasam-e-Qul. Once again Shakeel Bakshi controlled the proceedings. It was at this function that Shakeel launched his Operation Alfalah. He stressed need for self reliance. Anaaj Ugao Azadi pao slogan was raised on this day. This had an impact. People opted for kitchen gardens. The programme evoked massive response across Kashmir.
After Shakeel’s arrest on April 18, 1990, the Islamic Students League (ISL) distributed vegetable seeds and carried forward the operation.
Chalo programmes of the past two years include, Lal Chowk Chalo (which was always prevented by the authorities) and has been suspended for the time being. Muzaffarabad Chalo (August 11, 2008) when the Jammu religious groups blocked the Srinagar-Jammu highway, the fruit growers sought an alternate route for selling their fruit. Senior Hurriyat leader, Sheikh Abdul Aziz got killed during this march.
On August 16, 2008 Separatists called for Pampore Chalo according to rough estimates more than five lakh people assembled at Pampore to observe the rasam-e-qul of Sheikh Abdul Aziz. A few days later, one million people assembled at the TRC grounds. Geelani addressed the people. He, however, is accused of committing a blunder. He annoyed the leadership by his remarks. However, he apologized in the evening

This letter is to inquire about the status of my request to include Mr. Shakeel A. Bakshi, a Kashmiri student leader incarcerated by Indian authorities in Kashmir, in the Amnesty Prisoner of Conscience Program.
According to the information received by the Kashmir Human Rights Foundation, Mr. Bakshi is a student leader and one of the founder members of the Kashmir Islamic Student League (KISL). The league is a political party organized since 1978 by college students of Kashmir to protest political corruption in Indian-occupied Kashmir.
Mr. Bakshi, according to published reports, is a political activist who advocates human rights in Kashmir. He urges dialogue among Pakistan, India and representatives of Kashmiris to find an honorable solution to the Kashmir conflict which centers around the right of self-determination for the people of Kashmir within the context of related United Nations resolutions.
Mr. Bakshi,31, was first arrested in 1974 when he participated in a general strike for political rights in Kashmir. He has spent the last 11 years of his life in and out of Indian government-run jails in Kashmir. Since 1980 he has been arrested nine times. For the last three years he has been jailed at Kot Balwal interrogation center in Jammu without any charges. He is not allowed visits from relatives. He is being tortured and denied appropriate medical treatment. It is reported that wounds on Mr. Bakshi's thighs, from hot iron torture, are infected.
Mr. Bakshi has been involved in peaceful protests organized to demand political rights. Demonstrations which were addressed by Mr. Bakshi demanding human rights for Kashmiris attracted large crowds. One such demonstration organized in 1990 at Char Sharif reportedly attracted close to a million people.
Mr. Bakshi's family has been harassed by the Indian authorities. His father, Molvi G. Muhammad Bakshi, was arrested and kept under detention without trial for one year for the political beliefs of his son. One of Mr. Bakshi's younger brothers has been under detention for the last three and a half years. Another younger brother, Shariq Ahmad, was shot in the leg by Indian forces. His mother and sisters have been subjected to indignities during many searches of the Bakshi house in Batmaloo, Kashmir.
Shakeel Bakshi should be declared a prisoner of conscience. Please use your best effort to secure his unconditional release.

29^th April is one of the most important date in the history of Kashmir, but its historical significance has been kept in the dark and dormat. Mr. Ved Bassin a Jammu based veteran journalist has rightly said that the history of Kashmir needs to be re-written once again. The Nation has been fighting the occupation for centuries, it has not been able to record the events in their true nature and the distorted is available. The History that suits their own interests can be seen. That is why many important events have got no record in the presently available historical records of Kashmir.

History tells us that many nations, when came to know about their revolutionary past touched new limits and crossed the horizons, later those revolutionary events were written with golden words on the pages of history. The important of those events has been such that even new ideological states came into the existence.

But in Kashmir, the occupants have censored the events and many thousand pays of resistance, history have been silence to that and missing. It has been done with a pre-planned aim to keep the new generations away from their glorious past, so they became dishearten and accept the status given.

29^th of April has been an important date in the history of Kashmir. Many events are related to this day. On 29^th April, 1931, on the day of Eid, Quran was desecrated by the occupants in Jammu and the then DIG of Police Chowdhary Ram Chand has stopped the Imam of the Mosque, Mufti Ishaq from delivering a sermon. In 1958 Sheikh Abdullah, was arrested on the orders for Delhi by Police .In 1972, D.P Dhar and Aziz Ahmad held talks, in Maree that remitted, in the Shimal Agreement.

But the important event that in being discussed here has been given no place in the pages of history, which has been written by the Occupies. In the chilling winters of 1865, the chilly winds have brought the entire valley to a standstill. At that time the resistance in Chechenya led by Imam Sumaiel was in downfall. Russai has begun the occupation of Turkemenistan. Eastern Turkistan (Sikiang) was occupied by China .In the valley of Kashmir, the resitance movement begun and young become martyrs. Against the foreign occupies; it was the beginning of rebellion. 27 thousand Shawlbafs and 11 Thousand Looms, declared the battle against their lords. “The result was that after working from morning to night a shawl-weaver could get no more than four Annas in wages per day. A weaver could thus earn 7 or 8 rupees per month out of which he paid five rupees in tax which left three rupee to live on. The lazy and sickly weavers could not pay the tax and thus became a debtor of the Government.” 1Bamzai p 614. The protest demonstration was held, against the implementation of heavy taxes, by the shawl Weavers and Employers. When this protest demonstration reached Zaldagar Ground near Haji Phatar Bridge, the occupation forces, on the behest of Shawl Dept.’s Daruga Raj Kak Dhar, and with help of Wazir Pannu, stopped the demonstration and started beating the protestors. They were beaten half – dead, and stamped protestors, were thrown into the river, which remitted into immovable deaths.

Earlier in 1833-34 floods and earthquake had chased massive economic and human losses in Kashmir. At that time, Zorawar Singh (who is being portrayed as hero) banned the Lakakhi Pashmina that was used in the manufacturing of Shawls, even though this was the main source of income for an average Kashmiri.

According to Bamizie there were 27 thousand Shawlbafs and 11 thousand Looms. In 1860 the rate of a shawl was range between 150 rupee to 5000 rupees (as per the Walter Lawrence) and annually 20 to 30-lac rupees worth shawl were manufactured. The government then would take RS 20 / shawl weaver anuum as a tax and 30 % duty was also imposed on shawl weaving. The taxes and the duty resulted only in few penises being earned by these shawl weaves. To end these protest demonstration on 29^th April. The then Dogra Governor, Karpa Ram, order his forces under the comand of Col. B.G Singh to crush the ‘unarmed hungry protest by the muscle power. The protest was crushed with full might and 180 were arrested and as per the Mr. Pamporei, many protestors were lodged in Habak Jail.

The leaders of this protest, namely Sheikh Ghulam Rasool, Sona Bhat, Ubli Baba, Qudi Lala and many others were incarcerated in Sher Garhi Palace (Presently Assembly) and were subjected to inhumane torture. The two leaders, Sheikh Ghulam Rasool, All Pal, Ab. Qaduse @ Qudi Lala, Soria Shah and Ubli Baba died in the custody as the result of torture, and the two were also fined with RS 50,000. The then ruler, Rambir Singh, dismissed the appeal to out the fine by half. Interestingly, the penal code in Kashmir has been named after the same ruler Rambir Penal code (RPC). The other leaders were lodged with their accomplices in the Jammu’s Bahu Fort RamNager Jails, where they died of cold and starvation. (Tehreek e Kashmir by Shahzada Hassan,) He further stated, ‘‘Poor working class whom Govt. want to punish for their recent demonstration of unity and political awakening. The city was handed over to the Army which indulge in all sorts of excesses such as plunder, loot, and rape. Three hundred Muslims were banished to Jammu ; 180 were imprisoned in Ram Nager Jail for various terms; a leading Muslim, Gulam Mohidin Gandroo was fined rupees fifty thousand while one Maulvi Nasir Ud Din was fined rupees two thousand. Many more were also fined.’’ Sheikh Abdulla in his book Aatish Chinar P 634 “ when Dhar are on its peak then Kashmiris are downtrodden. Their ancestor Birbal brought Ranjit Singh in1819 in Kashmir. They later ditched Sikhs and became Puppets of Gulab Singh and Raj Kak Dhar drowned 28 Shawlbafs in the Stream” .

'Defeat designs to portray JK Muslims in minority'
Srinagar, March 27: The Islamic Students League head, Shakeel Bakshi, Saturday urged the Kashmiri people to take part in the 2011 Census, to defeat the enemy designs aimed at portraying the Muslims in Jammu and Kashmir as a minority.
Shakeel was speaking at a seminar titled “Role of Intelligentsia in the Resolution of Kashmir Dispute”, organised by the Bar Association in the Lower Court Complex here to observe the 14th anniversary of prominent human rights activist Advocate Jaleel Andrabi, who was killed in custody by the security forces in 1996.
“I urge the people of J&K to take part in the upcoming 2011 census exercise, as in the previous census the Kashmiris - particularly Muslims - did not take part, resulting in figures that prompted them (Indian State) to claim that Muslims constitute only 66 percent of J-K population,”
Shakeel said.
“I also ask the intelligentsia of Kashmir to make people aware about the consequences of not taking part in such exercise. In the past too, militant brethren issued threats not to take part in the census exercise, but this time I urge the leadership of Kashmir and the militants to restrain from such threats and let the people take part in the census,” he urged.
He also called upon the people of Doda and Rajouri to register themselves not as Kashmiri-speaking but as Kashmiri-speaking Muslims, at this will help the larger cause. "Efforts are underway to portray the Kashmiri-speaking population of J&K as a minority. This we have seen in the previous census," he pointed out.

Shakeel Bakshi of Islamic Students League viewed that Hurriyat has changed its constitution three times till date and it is not known to which constitution its different leaders are affiliated to. He added that he had favoured forming of a committee, which would be subservient to movement and would work for solving the problems of the Kashmiri prisoners. He also suggest Muslims to obey this order of Holly Quran "Yuteemuna Aseera" to feed Prisoners.
Shakeel Bakshi, chairman of the Islamic Students League (ISL), said the Hurriyat Conference was formed out of bonhomie between Rajiv Gandhi and Benazir Bhutto, former prime ministers of India and Pakistan, respectively.

Remembering Dr Gulam Qadir Wani

It was November 4th 11 years ago, Kashmir lost Dr Gulam Qadir Wani, a great leader, strategist and Diplomat. He fell to the bullets of malicious hands.
Dr Gulam Qadir Wani was a person who is among very few people who fought for the nation on political, diplomatic as well as military front. He always led from front with vision and keep the interests and aspirations of his oppressed nation at top.
He was a born revolutionary as he started his revolutionary career at the tender age of 15. Because of his exceptional calibre he was able to lay firm foundation of several resistance organisations. He was among the leading pioneers of Students Islamic Organisation (SIO) and acted in the capacity of District President of this organisation. He was founder and patron of Islamic Students League (ISL).
This organisation continues to play its vibrant role in Kashmir movement even today.

Dr Wani was the founder General Secretary Muslim United Front (MUF) when the forum decided to take part in electoral process.
Since infamous Indira-Sheikh accord of mid seventies, Dr Wani represented the aspirations of masses and led a series of tirade against it.
In 1980s after pursuing doctoral studies from JNU, Delhi, he joined Jamaat-i-Islamia and worked as an editor of the Jamaat newspaper “Azaan”, and was the editor of Uqaab for some time. He was influential in giving a dynamic shape to the programme and road map of Jamaat and people looked upon him as a revolutionary Jamaat leaders.
In late eighties to mid nineties, he remained mostly in Azad Kashmir and visited more than 25 countries to project Kashmir cause. Many thought that one time he would outshine everyone in the pro-freedom camp and lead the struggle to its logical conclusion.

Dr Wani was not an ordinary person; he set the path and vision to achieve freedom and liberty for his oppressed nation.
After Dr Wani left the Jamaat, he joined ISL. He acted as the publicity and media chief for JKLF.

After the arrest of Yasin Malik, he differed with the party ideology and joined back to ISL again. He soon crossed the other side of border as chief of Islamic Students League and was nominated as in charge publication for Tehreek-e-Hurriyat Kashmir. It was though this organisation that Dr Wani achieved the pinnacle of his diplomatic carrier as he carried out several successful diplomatic missions abroad and was instrumental in projecting the cause of his oppressed nation in a dynamic manner.
Many analysts and political commentators term the replacement of Tehrek-e-Hurriyat Kashmir with Hurriyat Conference as immature and uncalculated step.
Dr Wani continued his political odyssey to serve his browbeaten nation. Even the greatest minds of Kashmir are bewildered by his calibre and vision. Syed Ali Geelani, Chairman Hurriyat (G) and prominent pro-freedom leader has lauded Dr Wani’s statesmanship. Referring one such instance in his book, ‘Maktal – Se – Wapsiy’ Geelani writes, “When we were lodged in Srinagar Central Jail, the jail authorities
had refused to allow Dr Wani relatives to meet him and he soon launched agitation and gave a fiery lecture which [according to Geelani] had an impact on every listener and Dr Wani told them that those who are keeping us behind the bars would soon be here, and such was the
promise of these words that Ghulam Mohammad Shah took reigns of power only after few days and many among the establishment found themselves in jail” His wife was also eyewitness of the event as she says, ‘It was a quite historical event, as I along with my one year old baby went to see Dr Sahib in Central jail Srinagar, 1984. The jail authorities refused us to meet him and infact raised their guns to kill us all including Wani Sahib, but somehow changed their mood…’
Not only Geelani, but others too have same words for this legendary leader. Azam Inqalabi in his book ‘Hamaray Chirag’ calls him a great visionary and statesman. He praises the vision of this great leader. Azam Inqalabi states that this visionary leader possessed great diplomatic skills and was ready to sacrifice everything to achieve freedom. Dr Wani would often discuss with Azam Inqalabi the strategies and would express his displeasure over the internal bickering among the resistance outfits and the stress need to correct these deformities to lead the movement in a proper manner.
People like Azam Inqalabi felt distraught when Dr Wani was put to martyrdom. He was a great statesman and leader.
Noted historian of Kashmir, Shabnum Qayoom, in his book Jo Kahon Ga Sach Kahon Ga says, “Dr Wani was a leader par excellence with both vision and emotions to fight for just cause of people of Kashmir. He was, nonetheless, very much pained by the growing rift among the separatists camp. Dr Wani felt the need of ending Indian occupation as top priority.”
Our nation is unfortunate that we couldn’t use the quality of this great man. He was a statesman and patriot. Our pro-freedom camp is, ironically, presenting a disarrayed look which isn’t a good omen for any mass movement. We are in dire need of people like Dr Wani who possess the calibre and the skills to sail our ship through the turbulent winds.

Bijbehara, Oct 21: Several persons including some policemen were injured in the clashes that broke out here late evening after police objected to the screening of a documentary on Kashmir by Islamic Students League (ISL) and Umat-I-Islami on the 16th anniversary of 1993 Bijbehara massacre that had left 40 people dead.

Eyewitnesses said thousands of people gathered in-front of martyr’s graveyard Bijbehara after evening (Magrib) prayers to watch the documentary. “The Special Operations Group (SOG) personnel reached the venue and ransacked all the equipments including the projector. They also resorted to heavy baton charge on the crowd that had been watching the documentary. Several persons sustained injuries in the police action,” they said.
ISL chairman Shakeel Bakshi, Umat-I-Islami president Qazi Yasir and JKLF (Amanullah) vice chairman S. Afzal were among the injured.
The police action infuriated the youth, who pelted stones on the cops at Baba Mohalla, Tak Mohalla, Saraf Mohalla and Gooriwan and adjoining areas. The policemen retaliated by resorting to cane-charge and lobbed tear smoke shells. In the clashes that continued till late evening, four protestors and some cops were injured.
After the clashes, additional contingent of police and paramilitary personnel were rushed to the township to prevent further clashes.
The locals alleged that the troopers went berserk and smashed the window panes of several houses and beat up many pedestrians.
When contacted SHO Bijbehara Shabir Ahmad denied ransacking of the equipments meant for screening of documentary. “Police requested them not to screen the documentary. However, some miscreants pelted stones and the policemen chased them away and brought the situation under control.”
Earlier, in the morning police according to the residents removed all the banners and posters of the Tehreek-I-Hurriyat (Teh) and JKLF.

Stone pelting is a form of resistance and is a way to vent out anger against the “atrocities”, thus opined a panel of religious scholars, lawyers, intellectuals, leaders and scribes at a group discussion that was held at a local hotel here on Sunday.
Islamic Students League led by Shakeel Ahmad Bakshi organized a group discussion to throw light on ‘Why does everyone carry stone in hand?’
. Mirwaiz of south Kashmir Qazi Yasir, chairperson of Muslim Khawateen Marz (MKM) Zamrooda Habib, General Secretary of Kahsmir High Court Bar Association G N Shaheen, Z G Muhammad, columnist, Zahir-udin, a veteran scribe, Hilal Ahmad, Associate Editor of the English daily Greater Kashmir and others including Shakeel Ahmad Bakshi participated in the discussion.
Qazi Yasir, the Mirwaiz (head priest) of south Kashmir, justified the stone pelting in the light of Islam, saying that stone-pelting is a form of resistance.
MKM chairperson clarified her assertion of justifying stone pelting youth rather than stone-pelting, saying they vent out anger against the “atrocities” by men in uniform. Z G Muhammad stressed the need for “giving direction to the youth” while G N Shaheen opined that stone pelting was allowed within the purview of law.
”Stone pelting is one of the meager weapons with us. We should rather expand its radius and not confine it to the parts of old city alone, for it is at least a weapon against the bullets,” G N Shaheen opined.
However, he expressed his concern over the stone pelting in the close vicinity of the grand old Jamia Masjid, which he referred to as the place of the resistance movement.
”Stone pelting in the near vicinity of Jamia Masjid is a handy work of agencies to prevent the gathering of Muslims in the grand Masjid,” he said, adding, “During the agitation in summer, we did not throw any stones or fire any bullets, but troops fired indiscriminately on innocent civilians.”
The general secretary of the Bar Association also stressed the need for separating this issue from religious decrees.
The panel also castigated the city police chief, Syed Ahfadul Mujtaba, for quoting Hadees to justify stone pelting as un-Islamic. The organizers also distributed a pamphlet reading ‘Stone-pelting is our weapon, in the light of Quran and Sunnah.’
While the pamphlet justified the stone throwing, it appealed youths not to damage public property, rather “focus to inflict more damage to the enemy.”
Stone pelting has triggered a serious debate in the entire society, particularly, within the intellectual and religious fraternity of the region.
There have been divergent views on the issue with two of the biggest religious leaders Mirwaiz Umar Farooq and Jamiat-e-Ahli-Hadees president Showkat Ahmad Shah categorically rejecting stone pelting and terming it as un-Islamic.
While there are others including Shakeel Baskhi who term the stone pelting as permissible, saying it has remained “part of the movement” and “the fatwas issued against it have no basis.”
Syed Ali Shah Geelani, who heads a faction of the Hurriyat Conference, also justified it as a reaction to the presence of troops in the state. He said those who talk about stone pelting youths should first talk of gun-wielding troopers.
Hizbul Mujahideen, the largest indigenous militant outfit of the state, also came in support of the stone pelting youths through a press release yesterday.

Srinagar (Kashmir): The president of Jammu & Kashmir Islamic Students League, Shakeel Ahmad Bakshi is organizing a group discussion aimed to clarify picture whether stone-pelting is within or outside the purview of Islam.

Talking to PBI, Bakshi said that the panel of intellectuals, leaders and scribes would throw light on the issue and the outcome would be put before the masses.

“It has created bit of a controversy in the society and to clear the air, we have decided to hold a group discussion and bring about clear picture before the masses,” Bakshi, told Press Bureau of India.
However, he refused to divulge details about the panel members in the discussion being organized on Sunday.

Valley has for the last nine months witnessed unabated stone-pelting in various areas particularly the old-city on post Friday prayers. While several persons have lost their lives in police and paramilitary retaliation, a countless number of them have sustained injuries, some of them serious.

There have been divergent views on the issue with two of the biggest religious leaders, Mirwaiz Umar Farooq and Jamiat-e-Ahli-Hadees president Showkat Ahmad Shah terming it un-Islamic.

“I make a avid appeal to the youth not to indulge in stone pelting as it causes inconvenience to the masses and gives the authorities chance to defame the freedom movement,” Mirwaiz Umar Farooq, who is also the chairman of his faction of Hurriyat Conference, told a religious gathering at Naqashband Sahib recently.

JAH president also expressed similar view over the issue and termed it as absolutely unjustified.

“Islam is about discipline and if the leaders are asking people to refrain from stone pelting, they should adhere to the directions. Prophet Muhammad (SAW) too has asked us to refrain from it,” Shah had said.

Pertinently, stone pelting has been mostly taking place on every Friday over the past nine months in Nowhatta and its adjoining areas.
Apart from religious leaders, City police chief, Syed Ahfadul Mujtaba, also termed the stone-pelting as Un-Islamic.
In-fact, he was the first man to come up with the Un-Islamic assertion when he quoted a ‘Hadees’ of Prophet Muhammad (SAW) to support his view.

سرینگر//اسلامک سٹوڈنٹس لیگ کے سرپرست شکیل احمد بخشی نے اپنے ایک بیان میں احتجاج کے دوران سنگ باری کو ایک غیر مناسب عمل قرار دینے کے نظریے پر شدید ردعمل ظاہر کرتے ہوئے کہا ہے کہ سنگ باری جسے مقامی اصطلاح میں کنہ جنگ پکار جاتا ہے تحریک آزادی کا ایک حصہ ہے اور اس بات سے انکار کرنے والے دراصل تحریک سے نابلد ہیں۔ شکیل احمد بخشی کی جانب سے کشمیر عظمیٰ کو موصول ہونے والے بیان میں کسی کا نام لئے بغیر کہا گیا ہے ،”پیشہ ور تاجر اب تحریکی مفتی بننے کی کوشش کررہے ہیں۔ سابقہ بندوق بردار اپنے مشن کو دغا دے کر اب دوسروں کو نصیحت کرکے مقلد بن رہے ہیں۔ کنہ جنگ کی مخالفت فورسز حریت،مجاہد کا مشترکہ ایجنڈا ہے۔ ”کنہ جنگ“ تحریک کا جزولاینفک ہے۔ اس کا انکار کرنے والے دراصل تحریک سے نابلد ہےں۔ اس بارے میں فتویٰ جاری کرنے والے دراصل قاتلوں اور ظالموں کی حمایت کرنے کا جرم کررہے ہیں۔ فلسطینی سنگ بازوں کی حمایت میں سمینار کرنا، لیڈری چمکانا، جو کہ پیٹرو ڈالر کی خاطر تھا، اگر ٹھیک ہے تو یہاں یہ غیر شرعی کیسے بن گیا؟ یہاں فریادیوں اور مظلوموں کی حمایت کے بجائے معمولی تنظیمی مراعات کی خاطر صِفاتی مشرک بننے کے لئے وسیلہ داروں کے محلوں کے طواف میں مشغول ہیں۔ انہوںنے کہا کہ دراصل ’اس پر‘ کوچہ کابے سند مفتی بن کر غیر شرعی لیبل لگانا، اسلام پر افترا بازی، بہتان اور کذب ہے جس کارڈی نیشن کمیٹی کی امارت میں لیڈروں نے62جوانوں کے قاتلوں کے خلاف جوانوں کو اکسایا، آج ان کے اس احتجاج پر وردی پوش قاتل نوجوانوں کو چن چن کر بدلہ لے رہے ہیں اور آپ قاتلوں کے ہم پیالہ و ہم نوالہ بن رہے ہیں اور نوجوان مقتولوں کا ساتھ دے رہے ہیں۔ آپ جیسے قبیل کے لوگ ان کے خلاف قاتل کی اعما پر زبان درازی کرتے ہیں۔ آپ لوگوں نے دعویٰ کیا تھا کہ ہمیں قاتلوں کا نام و پتہ معلوم ہے تو ابھی تک چھپا کے کیوں رکھا ہے؟ آج نونہال دشمنانہ ماحول میں کٹ رہے ہیں، مررہے ہیں، ا ٓپ لیڈروں میں کس کی نکسیر پھوٹی؟ ۔“

Srinagar, Mar 23: The president of Islamic Students League, Shakeel Ahmad Bakshi, on Monday said that those who issue statements against stone pelting were supporting the ‘murderers and killers’.
In a veiled reference to president Jamiat-i-Ahli Hadees Moulana Showkat’s statement that stone pelting was un-Islamic, Shakeel said that opposing stone pelting amounts to helping the anti-movement activities.
Moulana Showkat on Sunday while quoting scriptures had said that the stone pelting was forbidden in Islam. He had said it served no purpose and gave troops an excuse to kill people.
Shakeel said the stone pelting has remained “part of the movement” and “the fatwas issued against it have no basis.”
He said the same people were issuing statements against the stone-pelting in Kashmir who have been all along organizing seminars in support of the Palestine cause and the stone throwing youth and children.
“These people were in the coordination committee who motivated youth to protest in June last year and in the process 62 youth were killed. Now they are issuing statements against the youth who are protesting against the killing,” he said.

Committee set up to act on SHRC recommendations

JAMMU, Mar 16: After facing persistent criticism from the State Human Rights Commission (SHRC) for ignoring its recommendations, the state government has finally constituted a high-level committee to review and take action on the recommendations of the SHRC - mandated to serve as a credible watchdog institution meant for safeguarding and upholding the human rights of the people of J&K. The decision is also being viewed as an attempt to improve the human rights situation in strife-torn and conflict-ridden state of Jammu and Kashmir.
Another separatist leader, Shakeel Bakshi said: "SHRC is a toothless tiger and the creation of a committee to review the Commission's recommendations is an attempt to keep Kashmiris in good humour."
Shakeel said that the state's Defence was in the hands of New Delhi and not in the hands of the state. Even the state legislature has no power to interfere in Defence related matters, he said.
Two former chairpersons of SHRC - Justice Abdul Qadir Parray and Justice AM Mir - have expressed concern over the government's callous attitude in implementing the recommendations of the Commission.
Justice Parray had made a complaint in 2002 stating that "cases of human rights violations in Kashmir at the hands of security forces are gathering dust in the official chambers of LK Advani. Our commission is only a recommendatory body and has not been provided with enough powers to force implementation."

سرینگر//حالیہ انتخابات میں حکومت کی پیش کی گئی ووٹنگ شرح کوفرضی قرار دیتے ہوئے اسلامک سٹوڈنٹس لیگ کے سربراہ شکیل بخشی نے دعویٰ کیا کہ 75فیصد لوگوںنے پولنگ کا بائیکاٹ کیا ۔انہوں نے کہا کہ کشمیری جیت رہے ہیں اور اگر علیحد گی پسند تھک چکے ہیں تو انہیں راہ فرار اختیارکرنی چاہئے ۔سرینگر میں ایک پریس کانفر نس سے خطاب کرتے ہوئے شکیل احمد بخشی نے کہا کہ حالیہ عوامی تحریک کے دوران انہوں نے ”وگو ڈپلومیسی “کااستعمال کرتے ہوئے مزاحمتی خیمے کو قبل ازوقت آنے والے چیلنجوں سے آگاہ کیا تھا لیکن اس وقت کسی نے ان کی بات پر توجہ نہ دی ۔ان کا کہنا تھا کہ” 1996کے چناﺅ کے دوران میں نے سرکاری اعداد وشمار کو چیلنج کیا تھا اور صحیح صورتحال سامنے رکھی تھی لیکن2002میں جودھپور جیل میں مقید تھا “۔انہوں نے انکشاف کیا کہ ”اُس وقت علیحد گی پسند لیڈران دلی میں رام جیٹھ ملانی اور جارج فرنانڈیز کے گھروں کے طواف لگارہے تھے اور پھر جب ایڈوانی نے انہیں انگوٹھا دکھایا تو پھر جاکر کہیں طواف کا سلسلہ تھم گیا “تاہم انہوں نے کہا کہ اس کے باوجود لوگوں نے بائیکاٹ کیا اور تحریک کے ساتھ اپنی مکمل وابستگی ظاہر کی ۔ان کاکہنا تھا کہ 2002کے انتخابات میں بھی 60لاکھ ووٹروں میں سے 10لاکھ نے اپنے حق رائے دہی کا استعمال کیا تھاجب کہ اس بار انتخابی عمل کو کامیاب بنانے کے لئے نظر بندی ، گرفتاریاں، کرفیو اور نوٹوں کا بے تحاشا استعمال کیا گیا۔انتخابی عمل کو کھوکھلی عمارت سے تعبیر کرتے ہوئے کہا کہ حالیہ انتخابات میں صرف 25فیصد لوگوںنے ووٹ ڈالے ،جبکہ 75فیصدی لوگوںنے انتخابی عمل کا بائیکاٹ کیا۔شکیل بخشی نے کہا کہ ”میں نے قبل ازوقت کہا تھا کہ بائیکاٹ کیلئے ادارہ جاتی نطام ہونا چاہئے تاکہ یہ موثر ثابت ہوسکے لیکن وہ اپنی ہی دنیا میں مگن رہے جبکہ چناﺅ کے حوالہ سے حزب المجاہدین کا 11مئی 2008کا بیان فاش غلطی تھی “۔انہوں نے کہا” چناﺅ کے دوران حکومت نے باصلاحیت تشہیری مہم چلائی اور ووٹ کے بدلے نوٹ کا فنڈا بھی استعمال کیا لیکن اس کے باوجود عوام نے ان سب حربوں کا تو ڑ کیا “۔انہوں نے کہا کہ اگر ساٹھ سال بعد بھی لوگوں نے بجلی ،پانی اور سڑک کیلئے ووٹ دیا تو یہ حکومت ہند اور ریاستی حکومت کیلئے شرم کی بات ہے۔شکیل احمد بخشی نے کہا کہ جو لوگ شیروں کے مورخ ہوتے ہیں وہ کبھی شکار یوں کی تعریف نہیں کرتے ۔ لیکن بقول انکے یہاں تو الٹی گنگا بہتی ہے اور اس الٹی گنگامےں حرےت لیڈران بھی ڈبکیاں لگا رہے ہیں۔ مسٹر بخشی نے کہا کہ بجائے اسکے کہ لیڈران عوام کو حوصلہ دیتے اور عوام کے عزم صمیم کی تعریف کرتے وہ اپنے بیانات اور سر گرمیوں سے عوام کا حوصلہ پست کرنے کے مرتکب بن رہے ہیں ۔ شکیل بخشی کے بقول ہند نواز لیڈران کی تعریف کرکے حرےت لیڈران نے اپنے عوامی منڈیٹ کو خود ہی ختم کر نے کی سبیل کی ہے ۔ووٹنگ شرح کوعددی کھیل قرار دیکر انہوں نے کہاکہ ”پوراچناوی عمل ایک فراڈ تھا جس میں محکمہ اطلاعات ،الیکشن کمیشن اور ضلعی انتظامیہ کے اعدادوشمار میں واضح تضاد موجود ہے لہٰذا ووٹنگ شرح کی کوئی اعتباریت نہیں ہے اور اس سے لوگوں کو گمراہ نہیں کیا جاسکتا “۔انہوں نے کہا کہ حالیہ انتخابات میں کشمیر صوبہ کے ووٹروں کی تعداد میں اضافہ سب سے بڑی کامیابی ہے۔انہوں نے کہا ”میں نے چناﺅ سے قبل ہی اپیل کی تھی کہ لوگ ووٹر فہرستو ں میں اپنا اندراج یقینی بنائیں لیکن اس ووقت کچھ کوتاہ اندیشوں نے اس کی مخالفت کی تھی تاہم وقت نے ثابت کردیا کہ میری سوچ صحیح تھی اوراگر سارے لوگوں نے اپنا اندراج کروایا ہوتا تو بائیکاٹ کی شرح میں مزیداضافہ ہونا فطری عمل تھا “۔ آئی ایس ایل کے چیرمین نے کہاکہ ریاستی اسمبلی میں نشستوں کی تعداد 87ہے جبکہ 29نشستیں آزاد کشمیر میں مقیم کشمیریوں کے لئے مخصوص رکھی گئی ہے اورجب تک انتخابی عمل میں سرحد پار مقیم کشمیریوں کو شامل نہیں کیا جاتا اس وقت تک ریاست میں انتخابات کا انعقاد نامکمل ہی رہے گا ۔

Srinagar:Chairman of pro-freedom Islamic Students League (ISL), Shakeel Ahmad Bakshi on Thursday said that the recently held elections in the state were state managed and the voter percentage was manipulated to mislead the international community.
He urged the pro-freedom leaders not to get disheartened by the false propaganda over the poll percentage and carry out the freedom struggle to its logical end.
"Shortly after the mass uprising in the valley, announcement of polls in the state were made. The government of India with the support of its armed forces resorted to emergency curfew, detained pro-freedom leadership besides putting their 60 year experience to conduct the sham polls in the state," Bakshi said, while addressing a press conference at a local hotel here on Thursday afternoon.
"75 percent of the population in the valley boycotted the polls and the records of the election commission and information department prove it. But the Government of India tampered the voting figures across the state, to mislead the international community" he added
According to Bakshi the call for boycott by the pro-freedom leaders wasn't enough; it needed to be vigorously pursued at every level. However, he added that despite the tactics adopted by the Government of India, the people in valley overwhelmingly supported the boycott call and stayed away from the poll process.
ISL Chairman urged the pro-freedom leadership not to be disheartened by the 'fabricated poll figures' and said that the leaders should not fall in the trap laid by India and repeat the mistakes made by the former rulers of the state for their personal interests.
"Sheikh Abdullah made compromise on the freedom struggle and joined hands with India for the sake of power, for his personal interests. What did he achieve, apart from ruling the state for just 2 years," Bakshi said.
"I request the pro-freedom leaders not to commit the same mistake and take the ongoing freedom struggle to its logical conclusion. If they fail, we'll carry the movement," he added

Election no setback to separatists: ISL

Srinagar: The president of Islamic Students League, Shakeel Bakshi today said the separatist leadership hadn’t received any setback due to the recent assembly election and subsequent formation of the government.
Addressing a press conference here, he said, “The election didn’t have any relevance as it was conducted in the presence of lakhs of troops.” Bakshi claimed that 75 per cent of people boycotted the polls. “Only 25 per cent people cast their vote,” he said. Bakshi said the government used “cash for vote” policy. He said that it was shame for the government of India and state government that people have voted on the issues like roads, power and drinking water.
He said the separatist leadership has got more united after the election.
Without identifying any Hurriyat leader, he said that they should not feel panic and should plan a strategy to take the ongoing movement to its logical conclusion. Bakshi said that instead of encouraging people for ensuring the boycott, the leadership was issuing statements and were involved in activities which were disappointing the people.
Bakshi also termed the poll percentage shown by the Election Commission of India as ‘fake.’ “The percentage has been shown by the government and is not credible,” he added.

سرینگر// اسلامک سٹو ڈنتس لیگ کے سرپرست شکیل احمد بخشی کشمیر سے متعلق بی جے پی کے تازہ بیان پر رائے زنی کرتے ہوئے کہا کہ غیر ملکی تارکین وطن کی یہ جماعت صوبائیت کا زہر پھیلارہی ہے ۔پریس کے نام جاری بیان میں مسٹر بخشی نے کہا کہ الیکشن بائیکاٹ کی حقیقت بی جے پی نے بھی تسلیم کر لی ہے جس کا ثبوت اس بات سے ملتا ہے کہ بھاجپا نے یہ کہکر جموں کو وزارتوںمیں زیادہ حصہ دینے کا مطالبہ کیا کہ کشمیر میں صرف16لاکھ جبکہ جموں میں21لاکھ رائے دہندگان نے ووٹنگ میں حصہ لیا۔بھاجپا نی حد بندی و مزید سیٹوں کے مطالبے کو بے تکا قرار دیتے ہوئے بخشی نے بیان میں کہا ہے کہ کشمیر کی اصل آبادی 69لاکھ ہے اور فی مربع میل حجم 2288افراد ہے جبکہ جموں کی آبادی صرف53لاکھ ہے اور حجم صرف1349افراد ہے۔ انہوں نے کہا ہے کہابھی تک ریاست میں صرف دوتہائی آبادی کا الیکشن ہوا ہے جبکہ پار کی ایک تہائی سیٹوں کی نمائندگی ابھی باقی ہے جوکہ 29بنتی ہے۔بخشی نے بیان میں لوگوں کوحالیہ انتخابات میں ہندوتوا ایجنڈے کو ناکام بنانے اور وقت پر 8ماہ قبل ہی ان کی اپیل پر ووٹر فہرستوں میں اپنا اندراج کروانے پر شکریہ ادا کیاجس کی وجہ سے آج کشمیر میں ووٹران کی تعداد34لاکھ اور جموں میں صرف31لاکھ ہے ۔انہوں نے کشمیری نوجوانوں نے کہا ہے کہ وہ ایمپلائمن ایکسچینجوں میں اپنا اندراج کروائیں کیونکہ نوکریاں ووٹ سے نہیں بلکہ اسی رجسٹریشن سے ہی ملتی ہیں۔

اوسلو معاھدہ ہی موجودہ فلسطینی قتل عام کی ‍ذمہ دار ہے امن کے نام پرمزامحتی قیادت کےدستخط آج انکے دفاع کی ناکامی اور غیر ملکی یلغارکا موجب بنی ہے حالانکہ 88میں انہو ں ہےایسی یلغار کا مزہ چکھا تھا

اگر 6 جنوری 2004 میں کئے گئےاسلام آباد اعلانیہ پر کشمیری قیادت نے با ضابطہ دستخط کئے ہوتے، توکشمیربھی اسی طرح کے حالات سے دوچار ہوتا۔انہوں نے مزید کہا کہ اوسلو معاہدہ کے حمایتی فلسطینی قتل عام کے مجرم ہیں۔ اگرچہ غزہ میں انتخابات،حکومت سازی (سیلف رول) کے عمل میں شرکت کی مگر عدم حاکمیـّت ،حق دفاع و فوج سے محروم مملکت،دشمنوں کے لئے تر نوالہ بن گئی ہے ۔ ہمیں فلسطینی صورتحال سے سبق لینا چاہیے کہ حاکمیّت کے بغیر کسی مملکت کا حشر ایسا ہی ہوتاہے۔

حق خودارایّت میں لوگوں کی آزاد را‎ئے شامل ہوئےبغیر اسکا تصّور محدود اور متنازعہ بن جاتا ہے۔ریاستی و غیر ریاستی عنصر کےلئے الگ الگ پیمانہ انصاف پر اقوام متحدہ کے معیار قابل م‍ذمت۔

بجلی کے روالونگ فنڈ میں ایک کروڑ روپیہ جموں میں توڑے گئےمیٹروں کےلئے دستیاب رکھنا افسوس ناک و تعصبی فیصلہ۔
پہلے ڈی ۔سی میڈ ممبراسمبلی ہواکرتے تھے اب کرفیو میڈ ہونگے۔
گڑھے ہوئے عدد شمادی کا تذ کرہ کدتے ہوئے شکیل بخشی نے کہا، کہ کپوارہ میں ووٹر شرح 52۔52٪ تھا مگر ووٹنگ شرح 86۔22٪ دکھایا –اس طرح سرینگر 1225260 میں سے 107357 نے بقول انکے یعنی بارہ لاکھ میں ایک لاکھ نے ووٹ ڈالے ،مگر شرح 21۔67٪ دکہائی۔ اس طرح بانڈی پورہ جس پر اتنا شور مچایا گیا 423204میں صرف ایک لاکھ بقول انکے نے ووٹنگ میں حصہ لیا،یعنی چار لاکہ لاکھ تعلق رہے ۔۔۔۔---تاکہ مزاحمتی عوام و خواص کو دھوکہ دیا جاسکے
انہی ـچیزوں کےلئے ادارجاتی نظام کی ضرورت ہوتی ہے جو کہ روز اول سے ہی تصور دیا تھا ہمیں ان دشمنانہ ابلا‏غ سے لا تعلق رہنا چاہیۓ جن سے متاثر ہو کر کوسنےلگتے ہیں
ماضی میں 62.46٪ بھارتی امیدواروں کی ضمانتیں ضبط کی گئی اور اسطرح52.87٪ لوگوں 20سال سے کم عمر نے ووٹ ڈالے تھے جو آج بہت کم ہیں
آج ہم نے 1987 کے اکثریتی ووٹر لسٹ کو پھر سے بحال کرکے اہم کامیابی حاصل کی جو کہ 2002 میں نہیں تھی ۔اسطرح طاقت کے توازن کو بجال کر ے جموں مرکز ڈاکٹرین کو زبردست دھچکا لگا۔
1987 میں یہ شرح 15:18 تھی جو کہ 2002 میں 30:28 بن گئی تھی ،مگر اب دوبارہ 31:33 بن گئی ہے۔

پولنگ شرح پر بخشی کا تقابلی بیان
سرینگر//اسلامک سٹو ڈنٹس لیگ کے سربراہ شکیل احمدبخشی نے کہا ہے کہ سرحدی حلقوں کے انتخابات میں ماضی کے مقابلے میں عوام کی کم شرکت باعث اطمینان ہے ۔اپنے ایک بیان میں شکیل احمد بخشی نے کہا کہ لیہہ اور نوبر ا میں ماضی میں 72اور 76فیصد ووٹنگ کے دعوئے کئے جاتے تھے جبکہ آج کی بار صرف 60فیصدی ووٹنگ ہوئی۔انہوں نے مزید کہا کہ سوناواری ،گریزمیں باالترتیب 60اور 76فیصدی ووٹنگ کے مقابلے میں آج کی آج صرف 46اور 74فیصدی ووٹنگ کا دعویٰ کیا گیا۔شکیل احمد بخشی نے اپنے بیان میں مزید کہا کہ ماضی کے مقابلے میں کرفیو کے باجود زیادہ مظاہرے ہوئے ۔انہوں نے اپنے بیان میں کہا کہ زبردستی اور غیر ووٹروں کو استعمال کر کے شرح دکھانا ایک فضول عمل ہے اور 10سال پہلے مردم شماری میں آبادی اور موجودہ رائے دہندگان کی شرح حد کم ہے ۔
انہوں کہا کہ زبردستی اور نان ووٹر استمعال کرکے زیادہ شرح دکھانا کسی کو بےوقوف نہیں بنایا جاسکتا،2001 مردم شماری آبادی اور موجودہ رائے دھندگاں کی شرح نہایت کم ہے گریز میں ٪48بانڈی پورہ میں 61.53%اور سوناواری میں 53% ہیں۔

سرینگر//13نومبر: بھارت کی سالمیت کی حلف برداری کرنے والے کیسے مسئلہ کشمیر کے وفادار ہوسکتے ہیں۔ اس بات کا اظہار اسلامک سٹوڈنٹس لیگ کے سربراہ شکیل احمد بخشی نے پریس کے نام جاری کردہ ایک بیان میں کیا۔اُنہوں نے کہا ہے کہ بھارتی فوج کے سربراہ اور چیف الیکشن کمشنر نے انتخابات کے دوران دھونس دباﺅ اور جبر سے کام نہ لینے کا جو اعلان کیا ہے وہ زمینی حقائق سے کوسوں دور ہے،کیونکہ کپوارہ، اُوڑی، پونچھ اور اسلام آباد کے علاقوں کو فوجی چھاونی میں تبدیل کیا جاچکا ہے۔ انہوں نے کہاکہ اس طرح ڈی پی دھرdoctrineکو دہرایا جارہا ہے۔
بیان میں امریکی صدر کے اس بیان پر ‍‌‎زبردست خدشات کا اظہار کیا کہ مسئلہ کے " حل" کس بعد دونوں حکومتیں کو ملیٹنسی کے خلاف [کشمیرمیں] جنگ کرنے کی بات کہی گئی۔
شکیل احمد بخشی نے اس بات پر پیپلز کانفرنس کا شکریہ ادا کیا کہ اُس نے اپنے مرحوم لیڈر عبدالغنی لون نے 1996کے دور کی یاد تازہ کی۔
انہوں نے پریس پر رکاوٹوں پر تبصرہ کرتے ہوے کہا کہ جب سے رنیگیڈ دورRenegade کے انفارمیشن آفیسر کی تعیناتی ہوئی،پریس پر قدغنیں بڑھیں۔

سرینگر//4 Oct:-اسلامک سٹوڈنٹس لیگ کے سر براہ شکیل احمد بخشی نے کہا ہے کہ عوامی قربانیاں، حکومت نہیں بلکہ حاکمیت اور انتخابات کیلئے نہیں بلکہ استصواب کیلئے ہیں ۔پریس کے نام جاری بیان کے مطابق شکیل بخشی نے الیکشن کو ایک جارحیت قرار دیتے ہوئے کہا ہے کہ الیکشن کا داغ غلامی کا داغ ہے۔ مراعات یافتہ کیلئے خزانوں کے در کھولے جاتے۔داغی اور کشمیر کے عزت کے لٹیروں کو عویمی تقدیر پر ٹھونسا جاتا ہے انہوں نے کہا ہے کہ خیالات کی جنگ میں سیاسی سطح پر مقابلہ کرنے کی بجائے جبر،جیل اور طاقت سے کام لیا جارہا ہے اور سیاسی مخالفین حکومت کیلئے ناقابل برداشت بن چکے ہیںجبکہ مسائل حل کے بجائے ٹل جاتے ہیں۔بیان کے مطابق منظور نظر افراد کیلئے حامیانہ اور دیگر لوگوں کیلے ماحیانہ ماحول ہے اور سٹیٹ لیگل کمیٹی کے نام پر امداد لینے والے نظر بندوں کو امیدوار بنا کے خراج لیتے ہیں ۔ اقتدار نواز ،لوگوں کو گرفتار کروالیتے ہیں اور پھر رہا کرواکے خراج لیتے ہیں۔ مسٹر بخشی نے لوگوں کو کہا کہ الیکشن بھارتی عمل داری کے لئے جواز بناجایگا اسلئے،الیکشن عمل سے مکمل طور پر لاتعلق رہنے کی اپیل کی۔انہوں نے ڈاکٹر غلام قادر کی برسی پر انہیں خراج عقیدت پیش کیا ۔

سرینگر//30 Oct :-اسلامک سٹوڈنٹ لیگ کے سر براہ شکیل احمد بخشی نے کہا ہے کہ الیکشن سیاسی مخالفین کو جیلوں میں بند کرکے انتخانات کر نا بھارت کی کشمیر میں روایت رہی ہے۔ا خبارات کے نام جاری بیان میں انہوں نے کہا ہے کہ بھارت رواں عوامی تحریک کو دبانے کے لئے انتہا درجہ کی غیر سیاسی،غیر انسانی اور غیر جموری اقدام اٹھا رہا ہے۔وہ کشمین میں "آئین اور خنجر" سے عوامی بغاوت دبا رہا ہے۔بارہمولہ میں طالب علم کے موت کی صورت ،قبضہ کی سالگرہ پر تحفہ دیا گیا،اور پوری آبادی کو کرفیو کے زریعے محصور بنایا گیا۔ شکیل بخشی نے واضح کیا ہے اس سے کشمیر میں جاری جد وجہد کا رخ نہیں بدل سکتا ہے اور نہ ہی مزاحمتی قو توں کا ارادہ۔لیگ کے سر براہ نے کہا "نمائشی الیکشن" کے ہنگاموں میں طالب علموں کے امتحانات کا اعلان کرانا انکے مسقبل سے کھلواڑ کے مترادف ہیں۔انہوں نے کہا کہ اقتدار نوازوں نے ہمیشہ عوامی تحریک کا سودا کیا ہے۔ بیان کے مطابق چار روزہ الیکشن بائیکاٹ کی مہم جو بڈگام میں جاری تھی مکمل کر نے کے بعد کہا ہے کہ عوام انتخابات کے حق میں نہیں ہے بلکہ حق خود ارادیت چاہتے ہے۔

انہوں نے لوگوں کو زرعی خود کفالت کے لئے مشورہ دیا کہ وہ سرسوں اور گندم کی کھیتی کریں۔
شکیل بخشی نے اپنے چار روزہ بائیکاٹ دورہ بڈگام کے مکمل کرنے کے بعد اپنے بیان میں کہا کہ، الیکشنی سیاسی مخالفین کو جیلوں میں ٹھونس کر الیکشن کرانا ،بھارتی انتظامیہ کا طرہ امتیاز ہے۔بھارت کشمیر میں "آئین و خنجر" کے یتھیار سے عوامی بغاوت کو دبارہا ہے۔۔بارہمولہ (وورمل)کوطالب علم کی موت کی صورت میں،قبضہ کی سالگرہ پر تحفہ دیا گیا۔"نمائشی الیکشن" کے ہنگاموں میں امتحانات کا اعلان کرنا انکے مستقبل سے کھلواڑ ہے۔سرما،امتحانات ،خانہ بدوشوں کی نقل مکانی کے وقت الیکشن کرانا ،ایک بھونڈا م‍ذاق ہے۔ انہوںنے اقتدار نوازوں پر الزام لگایا کہ انہوں نے ہمیشہ عوامی قربا نیوں کو کرسی کے عوض نیلام کیا ہے۔

سرینگر//23 Nov:-اسلامک سٹوڈنٹس لیگ نے ادارہ جاتی منظم نظام کے تحت بائیکاٹ مہم چلانے کا مشورہ دیتے ہوئے کہا ہے کہ ”صرف بائیکاٹ مہم چلانے سے کچھ نہیں ہوگا جبکہ تک نہ اس کیلئے ادارہ جاتی منظم نظام ہو۔ایک بیان کے مطابق تنظیم کے سر براہ شکیل بخشی نے کہا ہے کہ بائیکاٹ حامی اپنے تمام وسائل کو اسی ادارہ کے تابع رکھیں تاکہ ذاتی اور تنظیمی تشہیر کے بجائے بائیکاٹ مشن موثر اور کامیاب ہو اور بوتھ لیول پر مقابلہ کیا جاسکے۔بیان کے مطابق الیکشن کمیشن نے اپنے منظور نظر علاقوں کا الیکشن بائیکاٹ حامی علاقوں کے ساتھ رکھا ہے تاکہ دنیا کی آنکھوں میں دھول جھونکی جاسکے۔ الیکشن کورچایا Engineeredہوا قرار دیاانہوں نے لوگوں سے اپیل کی کہ وہ انتخابات کا مکمل بائیکاٹ کر کے سابقہ ریکارڈ 1989کا 98٪بھی توڑیں۔انہوں نے کہا کہ انتظامیہ میں تبدیلیاں دراصل ان کے خاکوں میں رنگ بھرنے کی کوشش ہے جس کی مذمت کی گئی ہے
۔بیان میں سیاسی مخالفین کے اہل خانہ کو یرغمال بناکر بلیک میل بنانے کی پالیسی کی شدید م‍زمت کی گئی۔
۔بیان میں1993 شہدائے 43 بجبہاڑہ اور 137زخمی کو خراج عقیدت پیش کیا گیا ہے جبکہ مر حوم محمد اشرف ڈار کو بھی ان کی برسی پر یا د کیا گیا ہے۔

سرینگر//30 Oct :-اسلامک سٹوڈنٹ لیگ کے سر براہ شکیل احمد بخشی نے کہا ہے کہ الیکشن سیاسی مخالفین کو جیلوں میں بند کرکے انتخانات کر نا بھارت کی کشمیر میں روایت رہی ہے۔ا خبارات کے نام جاری بیان میں انہوں نے کہا ہے کہ بھارت رواں عوامی تحریک کو دبانے کے لئے انتہا درجہ کی غیر سیاسی،غیر انسانی اور غیر جموری اقدام اٹھا رہا ہے۔ شکیل بخشی نے واضح کیا ہے اس سے کشمیر میں جاری جد وجہد کا رخ نہیں بدل سکتا ہے اور نہ ہی مزاحمتی قو توں کا ارادہ۔لیگ کے سر براہ نے بیان کے مطابق چار روزہ الیکشن بائیکاٹ کی مہم جو بڈگام میں جاری تھی مکمل کر نے کے بعد کہا ہے کہ عوام انتخابات کے حق میں نہیں ہے بلکہ حق خود ارادیت چاہتے ہے۔

سرینگر//23 Nov:-اسلامک سٹوڈنٹس لیگ نے ادارہ جاتی منظم نظام کے تحت بائیکاٹ مہم چلانے کا مشورہ دیتے ہوئے کہا ہے کہ ”صرف بائیکاٹ مہم چلانے سے کچھ نہیں ہوگا جبکہ تک نہ اس کیلئے ادارہ جاتی منظم نظام ہو۔ایک بیان کے مطابق تنظیم کے سر براہ شکیل بخشی نے کہا ہے کہ بائیکاٹ حامی اپنے تمام وسائل کو اسی ادارہ کے تابع رکھیں تاکہ ذاتی اور تنظیمی تشہیر کے بجائے بائیکاٹ مشن موثر اور کامیاب ہو اور بوتھ لیول پر مقابلہ کیا جاسکے۔بیان کے مطابق الیکشن کمیشن نے اپنے منظور نظر علاقوں کا الیکشن بائیکاٹ حامی علاقوں کے ساتھ رکھا ہے تاکہ دنیا کی آنکھوں میں دھول جھونکی جاسکے۔انہوں نے لوگوں سے اپیل کی کہ وہ انتخابات کا مکمل بائیکاٹ کر کے سابقہ ریکارڈ بھی توڑیں۔انہوں نے کہا کہ انتظامیہ میں تبدیلیاں دراصل ان کے خاکوں میں رنگ بھرنے کی کوشش ہے جس کی مذمت کی گئی ہے۔بیان میں شہدائے بجبہاڑہ کو خراج عقیدت پیش کیا گیا ہے جبکہ مر حوم محمد اشرف ڈار کو بھی ان کی برسی پر یا د کیا گیا ہے۔

Experts say Kashmir should become self-reliant

Srinagar, July 30: Economists, businessmen, pro-freedom leaders and pro-India politicians on Wednesday said for becoming self-reliant, Jammu and Kashmir has to become a productive state from a consumer state.
The reaction came immediately after Chairman Hurriyat (G) Syed Ali Geelani appealed masses to develop work culture and become self-reliant after the rightwing Bharatiya Janta Party (BJP) called for blocking Srinagar-Jammu highway.
Noted Kashmiri economist and a university teacher, Prof Nisar Ali said: “Our primary and secondary sectors like agriculture and small scale industries are stagnant while the tertiary service sector has shown some growth. Our state exports goods worth Rs 3500 crore which comprise of orchard products and handicrafts. We import goods worth Rs 16,000 crore annually which means the State’s economy has emerged as parasite of dependent economy.”
Ali said that the State is dependent on New Delhi for 80 per cent of devolution of finances while only 20 per cent needs are met by the State tax and non-tax revenue.
However he said that the dream of becoming self-reliant and projecting self-sustained growth needs introduction of technology for production of consumer goods like fisheries, food grains, poultry and other daily products.
“We have become the market of Punjab and Haryana where industries are flourishing because of our State,” he said. “More importantly our people have to develop an effective work culture, commitment, dedication and will power to change the course of things.”
Referring to the cross-LoC trade he said that the trade is cost effective and the benefits from that will directly go to the producer and abolish all the intermediately costs.
Taking to Rising Kashmir, former finance minister, Muzaffar Hussain Baig said: “Blockade intimidation by BJP is forcing people to look for the alternate routes. Then people here have two options of independence and Pakistan left with them. We have to nurture the culture of entrepreneurship and refrain from dependency that has crept in our character as a nation. We have to change the attitude of outsourcing our work to the outsiders.”
Reacting to BJP’s threat, senior pro-freedom leader Shakeel Bakhshi said: “We will breach the ceasefire line to look for options. Besides, we will stop exporting power.”
Bakshi said that we will also stop Kashmiris to move with Darbar in the coming months to dilute the sectarian mentality of people who intimidate Kashmiris. “We called for self-reliance in 1980s only. We raised a slogan of “Anaj ugao azadi pao”. Of late everybody has realized the same,” he said.
Bakshi said that the cross-LoC trade is only possible if Kashmiris have economic sovereignty. “Not even a single product of ours is patented,” he said. “We appeal Pakistan to withdraw India from MFN (Most Favoured Nation) states,and SAFTA 20” said Bakshi.
President Federation of Chamber of Commerce Industries Kashmir (FCIK) Shakeel Qalander said: “We have to become self-reliant and resort to the old practices in livestock, poultry and milk products. Geographical Indication Patent for Kashmir is an important step. Although we worked for that sometime back, it was opposed by some people.”
Qalander said: “Cross LoC trade is beneficial for us but we have to look for the resolution of ultimate political crisis of Kashmir.”

Muzaffarabad, May 19: Hizbul Mujahideen on Monday came down upon the people who, it believed, had been driven by misconception for want of ability to comprehend the press statement of its supreme commander Syed Salahuddin and were maligning him only to get some space in the media.
Salahuddin had given an interview to a Srinagar based news agency a few days ago and his views were perceived by some separatist leaders at a seminar the other day as “softened stand” on the forthcoming state assembly elections.
“The statement of Syed Salahuddin was … unequivocal and those deriving wrong meanings from it should read it again without any prior prejudices,” said Ehsan Elahi, spokesman for the group in a statement.
In his interview, the spokesman recalled, Syed Salahuddin had vehemently condemned the forthcoming elections in Kashmir adding that participation in them would amount to committing betrayal with the blood of the martyrs.
Salahuddin had also appealed the pro-freedom leadership not to restrict itself to the symposiums and seminars but run an election boycott campaign in the length and breadth of the region to apprise the general public of negative impact and damages of the sham process, he said.
The spokesman further recalled that when Salahuddin was asked by the interviewer that if the militants would shot at the person who would cast vote on his own free will, he had replied that “we will not commit massacre of people for the sin of casting votes.”
Elahi posed a question to the people accusing Salahuddin of supporting the elections that if killing of the voters was a rightful act in their eyes would they resort to the same to fulfil their desire because they were also wielding guns.
The people who were levelling baseless and insane allegations against the Hizb chief had in fact retreated after deviating from their true aim, he said, adding, if they were true freedom fighters they should battle the enemy on the ground and let the political process handled by the political leadership.
The Hizb spokesman smelt a conspiracy behind such statements and views which, he said, appeared to have been directed at creating doubts in the general public about the militant leadership.
“We make it clear that the freedom fighters and their leadership reject outright the election drama in Jammu and Kashmir under the Indian Constitution and the shadow of bullets and bayonets and consider any attempt to take part in the sham process at any level and in any manner betrayal with the freedom movement and the blood of martyrs,” he said.
He renewed the appeal on behalf of militant leadership to pro-freedom political leadership to launch an election boycott campaign in each city, town and village of Kashmir and also urged the masses not to make the mistake of casting votes for petty worldly benefits and thus committing disloyalty to thousands of martyrs under the trap of pro-India politicians and their cohorts.

Srinagar May 18: Terming participation in elections as a “sin,” separatists on Sunday sought an
explanation from Supreme Commander of Hizbul-Mujahideen Syed Salahuddin for what they termed as “softened
stand vis-à-vis elections.”
Mushtaq ul Islam who was addressing a seminar organised by Idara Soutul Haq said, “If participating in elections
was a sin in past then why it is not a serious matter in 2008. Salahuddin should refrain from encouraging people to cast
votes.”
Taking strong exception of the recent statement of Salahuddin who also heads United Jihad Council (UJC) conglomerate
of 13 Muzaffarabad based militant outfits, Islam said, “Syed Salahuddin’s attitude these days is dilly
dallying. He should not say that who ever likes he should vote.”
Islam while rejecting the elections said, “To caste vote is haram (forbidden). Vote is not only about development
and economics. It is about our faith and religion.”
The chairman of Islamic Students League Shakeel Bakshi who also addressed the seminar titled ‘Are democratic
Elections an Islamic way,’ said, “Precondition for participating in elections is to accept India as country. By
doing so we will authenticate and strengthen the Indian occupation of Kashmir. Democracy is immaterial as we are living
in an occupied land.”
Bakshi said that Hizb Supremo should “refrain” from issuing such statements which can “hamper the
election boycott campaign.” “Participating in elections is a sin,” he added.
Chairman Hurriyat Conference (G) Syed Ali Geelani in his address said, “This seminar should act as a message
for the nation that casting vote in favor of the politicians who never follow Islamic laws and are not part of Islamic Sharia
is sin and an un-Islamic practice. It only strengthens the illegal occupation of India in Kashmir.”
Geelani while lashing out on the members of legislative assembly said, “Not a single person is consulted when
laws are made and bills are passed. People in assembly keep the masses busy with roads, bridges, employment and
other minor issues.”
“Our economy is continuously being drained by India and we are politically economically, socially slaves of
India” the veteran leader said.
Geelani while referring to the recent protest by the employees and unemployed youth said “Here people who
protest for their genuine problems get bullets in return.”

SRINAGAR, May 1: To observe the Urs of Hazrat Sheikh Dawood (RA), special prayers and the photo exhibition
depicting human rights violations were held at Batamaloo on Thursday.
The Urs is also celebrated at Satoora Tral and Habbakadal.
Thousands of people including women from different parts of city thronged the shrine of Hazrat Sheikh Dawood (RA) at
Batamaloo. They offered Zuhar prayers in the shrine and prayed for return of peace in the region.
In past, Muslims and Hindus living in the Batamaloo and its adjoining areas used to celebrate the Urs with traditional
fervour.
The Batamaloo residents usually cook vegetarian food during the Urs days. “We do not cook meat for five days.
We usually cook Nadru (lotus stumps), palak (spinch) and eggs,” said Fahmeeda, a house wife .
She added, “We invite our relatives to share the cuisine with us on the Urs day.”
Joint secretary of Jamati-awal, Ajaz Ahmed said “Sheikh Dawood abstained from luxury and did not eat meat
during his lifetime”
Hazrat Sheikh Dawood (RA) during his period took recourse to cultivation of land. He utilized the produce by organizing
community kitchen (langer), feeding needy and hungry without taking any offerings. For this reason, he is known as Bote
Mol.
There was lot of hustle bustle in the Batamloo area on Thursday with young children enjoying the swings.
Meanwhile, senior separatist leader, Shakeel Ahmad Bakshi had organised a photo-exhibition in the area to depict
human rights violations.
Talking to Rising Kashmir Bakshi said, “The aim of organising photo exhibition is show people different phases of
resistance movement from 1947 to 2008. This is meant to make youth remember the history of the martyrs, who were
killed brutally in different massacres”.
In the photo exhibition, there were some exclusive pictures of children, entitled “child lost and vanish”. The
exhibition had separate sections for women and youth. The exhibition had pictures on topic, “Labours special
1886”. In 1886, dozens of persons were drowned after Dogra troops fired on protesting weavers near Zaaldagar
Srinagar.
The photo exhibition attracted lot of people, who saw the pictures with keenness. “I got a feel of my past,”
said a youth, Aijaz Ahmad.

Srinagar, May 1: “Those who claim that freedom movement is terrorism and a misadventure by some misguided youth have a answer in this huge public gathering who have come in open to support us and pledged to carry this movement to logical conclusion” shouts a veiled militant with a Kalashnikov in hand.
A child barely eight or nine years old stands up and shout pro-freedom and anti-India slogans.
These were the opening scenes of a documentary titled ‘1989-Freedom Struggle' screened at Batamaloo by the activists of Islamic Students League on Wednesday evening on the occasion of Urs Batamaloo Sahib.
The documentary screened on a roadside had drawn an audience of hundreds of people including children, men, and some women, too. As the documentary went on it showed many important events that have taken place during past 18 years in the ongoing armed struggle.
Char Chalo (Come to Charar-i-Sharief), a call by the militants and pro-freedom groups during the beginning of the struggle to people was an important scene in the documentary. The scene showed hundreds of thousands of people boarding public vehicles, and thousands walking on foot from different parts of the Valley, to arrive at Char. An elderly man, keenly watching the documentary told his colleague besides him, “I remember the day when the call echoed in every nook and corner of the Valley and people without considering the consequences responded to it. A flood of people had arrived at Char. And it was the time when most of people had a first glimpse of the gun,” he said.
Another scene that thrilled the scores of children watching the documentary was when militants displayed the gun in public at Gaw Kadal here. “As the scene went on with many militants moving openly in the lanes of Gaw Kadal with ammunition, children watching the documentary would whisper into the ears of their friends it is called Kalashankov rifle, it is pistol…”
Militants addressing a huge gathering of people at Eidgah here was another scene that caught the attention of people. Some scenes with protesters challenging heavily armed troops and police in the streets of Srinagar and other places in the Valley were quite moving.
The documentary also houses and markets set ablaze by the troops during hundreds of encounters in the ongoing armed struggle in the Valley.
The interviews of family members of civilians who were either killed by troops in fake encounters or subjected to enforced disappearances were also the part of the documentary. It also showed thousands of people attending the funeral prayers and demanding freedom from India, each time a militant was killed. The women would mourn and wail over death of each militant carried in a coffin for burial in different parts of the Valley. They would shower flower petals over the coffin.
Senior leader of ISL, Shakeel Bakshi told Greater Kashmir that they had screened few other films also including Jashn-e-Azadi (How we celebrate freedom).
The ISL had also held a photo exhibition showing photographs of Kashmiri people including children, women, men and militants who were either subjected to brutal tortures by troops and police or killed during encounters.

Apr 11: The Islamic Students League president, Shakeel Bakshi Friday criticized Sardar Abdul Qayoom for describing right to self-determination movement as wastage of time & and said he belittle sacrifices of six lakh martyrs, who have laid down their lives for Kashmir cause since 1947.
Describing Qayoom as opportunist Bakshi said that he should first return all that he has acquired from this movement. He said in 90s these people tried to vivisect the movement in the name of Greenbelt and other organizations and now they give slogan of unity to safeguard what they have acquired during the movement. Rising Kashmir Mehboob JeelaniSrinagar, March 10: In violation of prisoner laws, many Kashmiris detained at jails and interrogation centres of intelligence agencies across the State and outside are unaware about the places they are held captive.
Many Kashmiri political prisoners and youth detained in different jails across India have not seen the day light for years, said President of Islamic Students League (ISL), Shakeel Bakshi who has spent many years in detention.Last time Bakshi was arrested in 2005 and released after spending six months in imprisonment.“The troopers blindfolded me from my residence. I opened my eyes in a detention cell, which was completely dark. I lost the count of time and space. It was a terrible period for me,” he said.“Spending all the time in darkness, a prisoner gets fed up of life within few months,” Bakshi said. “Soon the counselors start appearing. But don’t be mistaken they are not for counseling the psychologically distressed. They come to perform psychological operations, to extract information, further torture, harass and humiliate.”Bakshi said that the counselors put in their all out efforts to pressurize the prisoners into submission. “They threaten the detainees saying that no law on earth can save them if they don’t give up and quit the resistance movement.”Recalling his ordeals in detention, Bakshi said, “For months I was tortured mentally. I never knew in which detention centre I was lodged. One day I saw particles of sand. This gave me a clue that the detention centre was somewhere near the desert, perhaps in Rajasthan.”Bakshi said that even the International Committee for Red Cross (ICRC) and other human rights organisations are denied access to the detention centres of the intelligence agencies in India.“In such jails, detainees yearn to see fellow detainees. Most of the times these detainees remain surrounded by four concrete walls,” he said.Philips Stoll, Communication Coordinator of International Committee of the Red Cross (ICRC) told Rising Kashmir, “We are trying our best to convince the government to grant us an access to every detention centre in India. At this point of time we can’t claim to have access to all the Indian prisons.”Stoll said that many countries hide their prisons as they are afraid of action under the International Humanitarian Law.He said that India has signed a memorandum of understanding (MOU) with ICRC in 1995 and keeping that agreement into consideration ICRC wants to have access to all the detention centres as soon as possible. Prof Mehraj-ud-Din, a noted legal expert in Kashmir said, “It is a violation of the prisoner law. A prisoner must know where he is detained. Police have to inform the prisoner’s family members about the prisoner’s location.”

Senior leader of Islamic Student’s League (ISL) Shakeel Ahmad Bakshi termed Shah’s proposal as “vague”. “The unification proposal as per 1993 constitution of Hurriyat would further lead to the amalgam’s disintegration.”

“The constitution of 1993 is vague now as many basic principles of it have been violated. Unification moves under this constitution would create further fuss in separatist camp,” he said.

Bakshi said that 1993 constitution of the conglomerate was given final shape in New Delhi after amending the 1990s clear constitution of Hurriyat under the joint patronage of India, Pakistan and America.

Srinagar, Mar 30: Senior leader of Hurriyat Conference (M), Shabir Ahmad Shah, on Sunday asserted that unity among various pro-freedom leaders was essential to achieve freedom.
Shah was speaking at a seminar titled ‘Itehaad Aur Tehreek-e-Azadi Jammu and Kashmir' organized by Idariya Sout-ul-Haq, Jammu and Kashmir here at a hotel.
“We are fighting on different fronts, but our basic aim of achieving freedom is same. So the need of the hour is to get united to fight on a common front,” Shah said.
He said that different conspiracies were being hatched against the people of Kashmir. “One such conspiracy is that of renaming tulip garden after Indira Gandhi,” Shah said. “She might have been a great leader for India. But for us, she is the lady who belongs to an occupying power.”
Shah welcomed the recent statement by Pakistan Prime Minister, Syed Raza Gillani, that Kashmir issue should be solved as per the United Nations resolutions. “For the past 60 years, Pakistan has been supporting us politically, diplomatically and morally. We appreciate its stand on Kashmir,” he said.
Shah said it was India's figment of imagination that the freedom struggle has died in the valley. “The freedom sentiment is still alive in people,” he said.
Chairman of Islamic Students League , Shakeel Bakshi, however criticized Shabir Shah on his views about unity among leaders. “The unity slogan is misleading. And it is in the name of this unity that Kashmir's freedom struggle got weakened,” he said.
Bakshi analysed the political scenario in Kashmir from 1970. “First Peoples League was broken. Then Muslim United Front met the same fate. This was followed by Tehreek-e-Hurriyat which did not last longer. And finally, the All Parties Hurriyat Conference saw the same end,” he said.

Srinagar, May 15: Terming the news reports as misleading that refugees had not been given state subject rights in the state, the Islamic Student League (ISL) chief patron Shakeel Ahmad Bakshi on Tuesday alleged the refugees had already been included in the census and voter lists of the state. He claimed that in 1960s five lakh refugees were given citizenship in Jammu province.
In a statement Bakshi said, “The increasing population in Jammu, voter lists and demand for increase in assembly seats are the clear indications that refugees have already been given citizenship rights of the state.” He alleged that in Jammu province during the Plebiscite Front movement in 1960s, five lakh people were given citizenship.
“In the same way 16,000 non-resident Chinese-Tibetans were settled in Leh and Zanaskar,” he said, adding that the State Subject Enquiry Commission–1999 in its final report has confirmed it.

"I don't understand why he failed to mention the wishes and aspirations of the people of Kashmir without whom no solution can prove lasting," said Mirwaiz Umar Farukh, Kashmir's chief Muslim cleric and leader of the moderate faction Hurriyat Conference.

Another leader of Kashmir's main alliance of separatist parties Professor Abd al-Gani Butt said: "The terrible twins of the partition are embracing each other with warmth and have, therefore, now introduced an element of flexibility in their attitudes and approach."

Musharraf has suggested newproposals on Kashmir
General Musharraf had on Monday suggested that his country and India should consider the option of identifying some "regions" of Kashmir on both sides of the Line of Control, the de facto border.

These regions, he said, should then be demilitarised and granted independence or joint control or placed under UN mandate.

Butt said that Musharraf's plan is to be viewed in the context of his meeting with the Indian Prime Minister Dr Manmohan Singh on the sidelines of the United Nations General Assembly session recently.

"The two had expressed a desire to write a new chapter in the history of relationship between their two countries," he said.

"History tells us the two countries have failed to resolve the dispute. All the agreements arrived at between them proved too fragile to stand their mutual bickering," he said.

He said the Hurriyat Conference was not against a negotiated settlement on Kashmir. But he asserted that various options including the one suggested by Musharraf could be discussed at the tripartite talks.

"We too have certain suggestions to make but can do that only when we are invited to sit across the negotiating table with India and Pakistan," he said.

However, Mirwaiz Umar and others such as businessman Riyaz Ahmad Khan view Musharraf's statement positively.

Impressed

He is impressed also over Musharraf's identifying both what Islamabad calls Azad Kashmir and Northern Areas as being disputed. The two regions were prior to 1947 part of undivided Jammu and Kashmir state but are under Islamabad's control now.

"It is important that his formula covers Azad Kashmir and the Northern Areas," he said.

Sayyid Ali Shah Jilani who heads the hardline faction of the Hurriyat Conference endorsed Mirwaiz Umar on the demand of Kashmiris inclusion in talks saying: "It is not a territorial dispute between the two countries but the question of the inalienable right to self determination of 13 million people of the state and to determine their political future."
"An orchestrated movement would be launched against any solution thrust upon the people," it said. "Musharraf Sahib may have seen a ray of hope but it could well prove a catastrophe for the Kashmiris."

Novel idea

Regional National Conference president and former junior foreign minister of India Omar Abdullah said: "Musharraf seems to have floated a novel idea towards resolving Kashmir. But we have not studied it fully yet."

Muhammad Yasin Malik, leader of the pro-independence Jammu Kashmir Liberation Front reiterated that Kashmir was not a territorial dispute between India and Pakistan and hence the two countries could not decide the fate of its people.

The JKLF leader was on Tuesday in frontier Kupwara district in connection with the party's signature campaign seeking the people's endorsement of the demand that they too be involved in proposed talks on Kashmir between India and Pakistan.
